Job Description

Marathon TS is looking to hire a Business Analyst to support a newly awarded contract in support of the Department of Homeland Security (Client) Customs and Border Protection (CBP) onsite in Ashburn, VA. All candidates will play a critical role in driving operational efficiency and strategic guidance within a sensitive federal mission environment by assessing organizational baselines, developing conceptual business models, and aligning IT operations with broader organizational goals. Leveraging deep expertise across Human Resources, Finance, and Supply Chain functions, the individual will optimize workflows, enhance enterprise applications, oversee software package selection, and actively participate in account strategy sessions and design reviews. This position requires a proactive approach to complex problem-solving and strong communication skills to collaborate effectively with stakeholders and present strategies clearly.
Additionally, the role demands direct Directorate support for PSPD executive and Division management taskers related to data calls and external reviews from PSPD, Client, CBP, Client, and other external entities. The individual will also manage PSPD audits, Replays, and Certified Records, which strictly requires serving as a commissioned notary officer. Due to the sensitive nature of this federal mission, candidates must successfully obtain or possess a Customs and Border Protection (CBP) Background Investigation (BI) / Suitability Clearance prior to onboarding.

Key Responsibilities:
  • Proven ability to analyze and interpret complex data and make data-driven recommendations.
  • Experience in strategic planning and process improvement in an enterprise environment.
  • Strong knowledge of industry best practices and methodologies for business analysis.
  • Assess the operational and functional baseline of an organization and its organizational components and help to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed. Typical areas addressed include Human Resources, Finance, Supply, and operations.
  • Conduct and support PSPD audits, Replays, and the management of Certified Records.
  • Act as an official Notary Officer for contract-related documentation and certified records as required.
  • Provide high-level Directorate support to PSPD executives and Division management; coordinate responses to taskers, external reviews, and data calls from Client, CBP, Client, and other external entities.
  • Support the CJIS Systems Officer and NCIC Representative to satisfy federal audit compliance; coordinate with Terminal Agency Coordinators (TACs) to complete periodic data, account, and record integrity validations (including NCIC, ORION, NICS, and N-DEx frameworks).
  • Exceptional communication and presentation skills, with a proven track record of supporting executive-level stakeholders and external agency reviews.
Requirements:
  • Master's degree (Information Technology, Business Administration, or a related field) or more than 8 years of experience in IT support or a related field, preferably in a government or large organizational setting.
  • Active Notary Public commission (or the immediate ability to obtain one) is required.
  • Proven ability to analyze and interpret complex data and make data-driven recommendations.
  • Experience in strategic planning and process improvement in an enterprise environment.
  • Strong knowledge of industry best practices and methodologies for business analysis.
  • Preferred experience with automation and business intelligence software such as RPA, Power BI, and Power Automate to optimize reporting workflows.
  • Clearance Requirement: U.S. Citizenship is required. Must be able to obtain and maintain a favorable U.S. Customs and Border Protection (CBP) Background Investigation (BI) or possess an active, fully adjudicated CBP clearance.
Desired Qualifications:
  • Certification in Business Analysis (e.g., CBAP or CCBA) is preferred.
  • Additional certification in project management (e.g., PMP or PMI-ACP) is a plus.
  • Relevant certifications in specific industries or technologies may also be beneficial.
