Water/Wastewater OT/SCADA Subject Matter Expert (SME)

Position Summary
RPI is seeking a Water/Wastewater OT/SCADA Subject Matter Expert (SME) to support CLNC Public Works Division FRCS/EMCS/ICS-OT operations at Marine Corps Base Camp Lejeune, NC. This role is responsible for ensuring the reliability, availability, cybersecurity, and documentation of operational technology systems supporting water and wastewater utilities, including SCADA/HMI platforms, PLCs, RTUs, telemetry networks, instrumentation, and process control systems.
Working as part of a multidisciplinary FRCS/EMCS team, the SME will collaborate with Public Works personnel, cybersecurity stakeholders, engineers, operators, maintenance teams, and contractors to support secure, reliable utility operations.
The ideal candidate is a hands-on controls professional with practical experience supporting water and wastewater systems and is comfortable working at the intersection of plant operations, industrial controls, and DoD cybersecurity requirements.
Key Responsibilities
Support the operation, monitoring, troubleshooting, and maintenance of SCADA/HMI systems, PLCs, RTUs, telemetry networks, and operator interfaces.
Troubleshoot industrial control systems including PLCs, HMIs, VFDs, SCADA servers, communications infrastructure, and field devices using platforms such as Allen-Bradley/Rockwell, FactoryTalk, PlantPAx, Siemens, Modicon, GE, Ignition, ThinManager, or comparable technologies.
Support water and wastewater treatment operations by monitoring process data, telemetry, alarms, instrumentation, and utility performance indicators including flow, pressure, tank levels, chemical feed systems, and dissolved oxygen.
Coordinate troubleshooting, calibration, and maintenance of instrumentation including flow meters, pressure transmitters, level sensors, gas detectors, and control loops.
Maintain system reliability by validating process data, supporting historian databases, generating reports, and assisting with operational and regulatory reporting requirements.
Support OT cybersecurity activities including configuration management, patching, backups, access control, vulnerability management, firewall coordination, and compliance with NIST SP 800-82, RMF, and local cybersecurity requirements.
Review and maintain technical documentation including electrical drawings, P&IDs, network diagrams, system architecture, and as-built documentation.
Support testing and validation of PLC logic, HMI modifications, firmware updates, communications changes, and system enhancements prior to implementation.
Coordinate with Public Works personnel, engineering teams, cybersecurity staff, maintenance personnel, environmental stakeholders, and contractors during troubleshooting, upgrades, inspections, and project execution.
Provide technical guidance and knowledge transfer to operators, electricians, technicians, and other stakeholders on SCADA operations, alarms, trends, and system functionality.
Required Qualifications
Experience supporting industrial control systems (ICS), SCADA, and operational technology environments within water/wastewater or similar utility operations.
Working knowledge of relational databases (MS SQL, MySQL) and process historians.
Experience performing software, firmware, and security updates for PLCs, HMIs, SCADA platforms, and industrial control equipment.
Experience calibrating and troubleshooting field instrumentation including flow meters, pressure transmitters, level sensors, and dissolved oxygen probes.
Solid understanding of electrical fundamentals including 4–20mA instrumentation, low-voltage DC systems, and AC motor controls.
Ability to read and interpret electrical schematics, P&IDs, control drawings, and blueprints.
Understanding of water treatment processes, hydraulics, industrial automation, and applicable EPA reporting requirements.
Ability to work effectively with operators, engineers, maintenance teams, cybersecurity personnel, regulators, and contractors in a fast-paced operational environment.
Applicants must be U.S. citizens and able to obtain and maintain the required U.S. Government security clearance.
Preferred Qualifications
Active Secret clearance or eligibility; prior DoD/USMC installation access, CAC/MCEN experience, or DBIDS familiarity.
Experience supporting Public Works, utilities, FRCS, EMCS, BAS, SCADA, or ICS/OT systems in DoD, federal, municipal, or industrial environments.
Familiarity with RMF, eMASS, ATO/ATC processes, DISA STIGs, NIST SP 800-82, NIST SP 800-53, and cybersecurity compliance activities.
Experience supporting Windows Server, Linux, virtualization, SCADA servers, storage, backups, and hosted OT environments.
Relevant certifications or vendor training such as Rockwell Automation, Allen-Bradley, Ignition, ISA/IEC 62443, GICSP, Security+, Network+, or similar.
