About the Role

Redhorse Corporation is seeking a skilled and detail-oriented Mid-Level Foreign Military Sales (FMS) Analyst to support our growing portfolio of government clients. In this crucial role, you will contribute directly to Redhorse's mission by supporting the efficient and effective transfer of defense articles and services to international partners via the FMS process which is owned by the Defense Security Cooperation Agency (DSCA). You will play a vital role in preparing FMS planning, development, implementation, and execution documents in support of NAVSEA and AEGIS-BASE DEFENSE FMS cases. Coordinate case activities with internal agencies and interagencies (to include service international program offices). Track related actions to closure. Input case management functions using Defense Security Assistance Management System (DSAMS). Prepare FMS related case documentation to execute programs (Task Planning Sheets (TPS), Pricing & Availability, Letters of Offer and Acceptance, FMS Case Notes, Manpower Data Sheets, etc.).

Become knowledgeable and proficient at using service financial management systems (e.g. Multi-Host Internet Access Port (MIAP) (MISIL and DIFS), Security Cooperation Information Portal (SCIP), DSAMS, Computer Optimized Batch Reconciliation Application, (COBRA), and Procurement Integrated Enterprise Environment (PIEE). Review and execute numerous funding requirements ensuring Statements of Work are clear, deliverables are defined, funding is available by tracking commitments, obligations and expenditures, communications are clear with the appropriate Business Financial Managers, and that all are in accordance with the standards of the service’s Comptroller.

Prepare briefings to support FMS case development, execution, and closure, schedules highlighting execution milestones through the weapon system and overall case lifecycle.

Key Responsibilities


  • Analyze FMS case files, ensuring compliance with all relevant regulations and policies.

  • Prepare and submit documentation required for FMS case processing and approval.

  • Coordinate with various stakeholders, including government agencies, foreign governments, and industry partners.

  • Track FMS case progress, identify potential roadblocks, and implement effective solutions.

  • Maintain accurate records and databases related to FMS cases and transactions.

  • Support the development of FMS strategies and initiatives.

  • Create, update, and frequently monitor all FMS case funding commitments, obligations, and expenditures

  • Conduct research on international defense markets and emerging technologies.

  • Prepare reports and presentations summarizing FMS case status and trends.

  • Participate in meetings and conferences related to FMS.




Required Experience/Clearance


  • Bachelor’s degree in international relations, Political Science, Business Administration, or a related field.

  • 5+ years of experience in a related field, preferably with experience in defense acquisition, international trade, or government contracting.

  • Strong analytical, problem-solving, and organizational skills.

  • Excellent written and verbal communication skills.

  • Proficiency in Microsoft Office Suite (Outlook, TEAMS, Word, Excel, PowerPoint).

  • Ability to work independently and as part of a team.

  • Active Secret security clearance.




Desired Experience


  • Experience with the Defense Security Cooperation Agency (DSCA) processes and procedures.

  • Familiarity with international arms control regulations and agreements.

  • Experience with major defense system acquisition and contract negotiation and administration.

  • Knowledge of foreign defense markets and procurement systems.

  • Experience with data analysis and visualization tools.
