Job Description
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:
- Support senior Product Leads and Assistant Product Managers (APMs) by providing analysis and recommendations for accomplishing cost, schedule and technical performance objectives. Understand and work within policies, procedures and directives to problem solve and recommend innovative solutions and methodologies to solution critical program challenges.
- Support analysis, synthesis and execution of strategies and plans to accomplish the acquisition of critical program requirements. Includes preparation and assessment of critical program artifacts to include requirements documents, integrated program schedules, and Program Objective Memorandum (POM) inputs.
- Develop and analyze data and products to support Product Leads and Assistant Product Managers (APMs) in the daily management and execution of program strategies and approaches. Includes assessment and interpretation of metrics and data to support real time decision making processes; management of budget execution and spend plans; development and maintenance of project schedules; risk management; and the development of products to support integrated product teams in executing acquisition and contracting efforts to meet program needs.
- Develop tools to support the tracking and analysis of project data and metrics. Develop briefings, reports and other program documentation (e.g., white papers, memoranda, etc.) to communicate program status up the chain of command and to support decision making processes by Program Management and other senior leaders internal and external to the THAAD program.
- Perform other duties as assigned to support the THAAD Weapon System Product Manager in executing strategies for the management and delivery of critical capabilities and weapon system components to support Army Warfighter and mission requirements.

- This position is subject to an initial drug screening, and random testing thereafter. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
- This is an acquisition position coded Practitioner in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
- Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 24 months.
- Employee must obtain/maintain a Non-Critical Sensitive (Secret) Security Clearance.
You may qualify at the NH -03 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
- Experience with Developing acquisition strategies and recommending courses of action to maintain cost and schedule requirements.
- Conducting management reviews, decisions, and information briefings related to policy, planning and assessments.
- Developing plans for executing acquisition initiatives to include development of new or modifying existing contracting and acquisition systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.

This position requires Acquisition Workforce Level Practitioner in Program Management Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.
