Job Description
The Business Analyst supports OPNAV N16, the principal Navy staff organization responsible for the IT systems for military personnel policy, manpower planning, and force management across the Department of the Navy. This role is a generalist position on a small, technically capable program support team consisting of one to two other Business Analysts and a Project Manager/Team Lead. The Business Analyst contributes hands-on support across program and IT-oriented functions — including schedule and task management, reporting and metrics, and general platform/system analysis — and is expected to flex across adjacent areas such as risk management, governance, and portfolio management as team priorities shift.
This is not a specialized or siloed role. The ideal candidate is a versatile contributor who can pick up context quickly, work comfortably within Navy HR IT systems and program environments, and support whichever workstream needs attention on a given week. Strong communication skills, sound judgment, and the ability to work independently within a small, close-knit team are essential.
Section 2 — Core Responsibilities
Program & IT Analysis Support
•
Support day-to-day analysis needs across N16 program office initiatives, operating comfortably within Navy HR IT systems and general business/technical platforms.
•
Assist with schedule and task management, including maintaining Integrated Master Schedule (IMS) inputs, tracking action items, and monitoring deliverable timelines.
•
Contribute to requirements-related discussions and documentation as needed, without ownership of a single specialized methodology.
Reporting & Metrics
•
Compile and analyze program data to produce recurring and ad hoc reports, dashboards, and status updates for program leadership.
•
Support development of metrics and performance tracking products that communicate progress in a clear, decision-ready format.
Agile & Team Collaboration
•
Participate in Agile/Scrum-style ceremonies (e.g., stand-ups, backlog reviews) where applicable to program workstreams.
•
Work closely with the Project Manager/Team Lead and fellow Business Analysts, sharing workload flexibly across the small team based on priority and capacity.
Stakeholder Engagement
•
Serve as a working-level point of contact with N16 stakeholders, technical teams, and supporting contractors.
•
Prepare meeting materials, minutes, and action trackers, and help draft briefings or summaries for leadership as needed.
Section 3 — Required Qualifications
•
Education: Bachelor's degree in business, information systems, or a related field, or equivalent professional experience.
•
Experience: 2–4 years of professional experience in business/IT analysis, program support, or a related analytical role, ideally within a DoD, federal, or government contracting environment.
•
Technical Aptitude: General comfort operating in IT and business platform environments; able to learn new systems and tools quickly.
•
Program Support Tools: Working familiarity with task/schedule management tools (e.g., MS Project or similar IMS tools), reporting/dashboard tools, and standard collaboration platforms.
•
Agile Awareness: General familiarity with Agile/Scrum concepts and terminology.
•
Communication: Strong written and verbal communication skills, with the ability to produce clear documentation and interact professionally with military and civilian stakeholders.
•
Technical Proficiency: Proficiency with Microsoft 365 tools (Excel, PowerPoint, Word, Visio, SharePoint, Teams).
•
Security Clearance: Active DoD Secret clearance, or Secret-eligible, required.
•
Citizenship: United States citizenship required.
Section 4 — Desired Qualifications
•
Prior experience supporting OPNAV, BUPERS, NAVPERSCOM, or another Navy/Marine Corps headquarters-level staff organization.
•
Familiarity with Navy personnel/HR IT systems (e.g., NSIPS, MyNavy HR platforms) or similar manpower/personnel systems.
•
Experience with Requirements documentation, including use cases, user stories, and requirements traceability matrices
•
Process Modeling knowledge, including ability to develop as-is and to-be process models, swimlane diagrams, and data flow diagrams using industry-standard notation
•
Exposure to risk management, governance, or portfolio management practices within a program office setting.
•
Experience with data visualization or reporting tools such as Power BI or Tableau.
•
Relevant certifications (e.g., CAPM, PMP, Agile/Scrum certifications) are a plus but not required.
