The Force Protection Division is looking for a Project Manager to support the Program Manager by leading subcontractor management, supplier execution, and day-to-day project controls for the Rock Island Arsenal (RIA) Increased Access OTA Prototype.
This individual is responsible for planning, coordinating, monitoring, and reporting subcontractor cost, schedule, and technical performance throughout the prototype lifecycle. The Project Manager serves as the primary interface between Leidos functional teams, industry partners, Supply Chain, Contracts, and Program Management to ensure subcontractors are placed under contract on schedule and successfully deliver their contractual commitments.
The Project Manager works across multiple internal and external organizations to maintain execution alignment, resolve issues, manage risks, and ensure subcontractor performance supports overall program objectives.

- Manage subcontractor cost, schedule, and technical performance.
- Monitor subcontractor deliverables and milestone completion.
- Conduct recurring subcontractor performance reviews.
- Coordinate issue resolution and corrective action activities.
- Ensure subcontractor performance remains aligned with program objectives.
- Coordinate activities across Leidos engineering teams, subcontractors, Supply Chain, Contracts, and Program Management.
- Maintain regular communication with teammate project managers and technical leads.
- Support integrated planning across multiple organizations.
- Facilitate collaboration to resolve execution challenges.
- Coordinate with Contracts and Supply Chain to support subcontract award activities.
- Track subcontract status from proposal through award and execution.
- Ensure subcontract documentation supports program schedule requirements.
- Monitor subcontract modifications and funding actions.
- Assist in onboarding new subcontractors following contract award.
- Monitor subcontractor budgets and funding utilization.
- Track schedule performance against contractual milestones.
- Identify cost and schedule variances.
- Support corrective action planning.
- Coordinate subcontractor inputs to the Integrated Master Schedule (IMS).
- Measure subcontractor performance against technical, cost, and schedule objectives.
- Monitor action items, deliverables, and contractual commitments.
- Develop performance status reports for Program Management.
- Support subcontractor performance assessments.
- Identify subcontractor execution risks.
- Develop mitigation strategies in coordination with Program Management.
- Track subcontractor issues through resolution.
- Escalate critical risks affecting program execution.
- Support recurring Program Management Reviews (PMRs).
- Prepare subcontractor performance metrics.
- Support Earned Value or milestone performance reporting, as applicable.
- Assist with financial forecasting and execution planning.
- Support Government meetings involving subcontractor execution.
- Coordinate responses requiring subcontractor input.
- Assist the Program Manager in communicating execution status to Government stakeholders.
Basic Qualifications
- Bachelor’s degree and 2 – 4 years of prior relevant experience or Master’s with less than 2 years of prior relevant experience.
- Candidates should possess demonstrated experience in several of the following areas:
- DoD Program or Project Management
- Supplier Performance Management
- Cost & Schedule Management
- Integrated Master Schedule (IMS) Coordination
- Government Contract Execution
- Cross-Functional Team Leadership
- Risk & Issue Management
- Program Controls
- Technical Program Coordination
- Multi-Organization Collaboration
- Bias for action and problem resolution and collaborative decision-maker
- US citizenship and current secret clearance
Preferred Qualifications
- Experience supporting complex DoD programs involving multiple subcontractors and teammates.
- Familiarity with subcontract administration processes and Government contracting environments.
- Project Management Professional (PMP) certification preferred.
