Job Description



  • Develops and integrates local policies and procedures produced from highest headquarters policies, regulations, etc. in all aspects of Tier II Share Point and Web Content functional support.
  • Assists Flight Chief with implementation of local policies and procedures of routine and accountable mail following Department of Defense (DoD) and United States Postal Service (USPS) guidelines.
  • Oversees local policies and procedures for processing Defense Courier Service (DSC) requirements.
  • Prepares and submits annual budget for supplies and equipment, contracts and transportation to Flight Chief.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Administrative and Management" work category are at the "Entry Developmental" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of base-level Air Force Knowledge Operations (Enterprise Information Management) programs encompassing Records Management. Electronic Communications. Publications and Forms Management. Must be knowledgeable on all facets of the postal service center and be able to work in each area independently. This responsibility includes processing all types and categories of postal items. Knowledge and experience sufficient to design and plan difficult, but well-precedented projects in a SharePoint Tier II support and Web content relating to work document and file management, collaboration and websites. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of base-level Air Force Knowledge Operations (Enterprise Information Management) programs encompassing Records Management, Electronic Communications. Publications and Forms Management.
2. Must be knowledgeable on all facets of the postal service center and be able to work in each area independently. This responsibility includes processing all types and categories of postal items.
3. Knowledge and experience sufficient to design and plan difficult, but well-precedented projects in SharePoint Tier II support and Web Content relating to work document and file management, collaboration and websites.
4. Knowledge of the nature of agency programs and actives: agency missions, policies and objectives; management principles and processes: and the analytical and evaluative methods and techniques for improving organizational effectiveness and efficiency. Basic understanding of budgetary principles is required.
5. Ability to locate, assemble and compose information for reports. inquiries and non-technical correspondence.
6. Ability to communicate effectively orally and in writing.

CONDITIONS OF EMPLOYMENT CONTINUED:
  • Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
