POSITION SUMMARY
This role focuses on managing Warp converters to automate the translation, formatting, and loading of an estimated 615,000 digital data lines, which involves developing 10 new converters and modifying 15 existing ones. The position serves as the primary technical point of contact for WCSC analysts, resolving file upload errors and attending monthly status meetings. Core responsibilities include heavy data entry, such as keying harbor maintenance information, dock receipts, and canal reports into Warp, alongside drafting training manuals for domestic import processes. Additionally, it requires providing administrative backup for office clerical duties, travel arrangements, and phone conferences utilizing Microsoft Office Suite and administrative systems like PAMS.

ESSENTIAL JOB FUNCTIONS
- Digital File Conversion and Loading Services
- Configure and maintain WARP converters that read operators' digital files and translate them into a format that operators and downstream systems can process.
- Create approximately 10 new shipper/carrier WARP converters to enable automated ingestion of their digital files.
- Implement modifications to approximately 15 existing WARP converters to improve how digital files are interpreted and loaded.
- Load an estimated 615,000 automated data lines from digital files through WARP converters.
- Troubleshoot file upload
- Documenting and creating training manuals for domestic processes, including the keying, coding, and importing of VORs.
- Virtually attending the monthly WARP status
- Be the point of contact for the WCSC's analysts for technical issues in
- Formatting and importing automated VORS into the WARP interface where a converter exists for an automated operator.
- Troubleshoot file upload errors
- Keying coded VORs into WARP. This process can be expedited by duplicating select data from the previous VOR.
- Keying from the VORs relative to Harbor Maintenance into This includes shipper name and address, tax identification number, and exemption code where applicable.
- Keying other types of data, such as dock receipts and canal reports, into WARP.
- Contractors will also perform various clerical duties as necessary, such as sorting, filing, copying, and documentation.
- Assisting in general support duties normally assigned to other staff in case of absence or other changes in office workload, including, but not limited to, phone conference setup and travel, including arrangements, authorizations, and vouchers, as requested by supervisor.
- Requires knowledge and use of Microsoft Office Suite and other Office of Science and DOE administrative systems, including PAMS.

EDUCATION/TRAINING
- High school diploma or GED
- A Bachelor's Degree in Computer Science, Information Technology, Software Engineering, Management Information Systems (MIS), or a closely related field is preferred.
EXPERIENCE
- 2 to 4+ years of professional experience in software or application development.
SKILLS/ABILITIES
- Technical Troubleshooting: Strong analytical skills to diagnose file upload errors, interface communication drops, and data mismatch bugs.
- Technical Documentation: Ability to write clear training manuals, domestic standard operating procedures (SOPs), and system configuration guides.
- Cross-Functional Communication: Serving as a central point of contact to translate complex technical bugs into actionable steps for non-technical analysts.
- Time Management: Capacity to balance high-volume routine tasks (like manual data audits) with active system upgrade sprints.
