Job Description



  • You will manage recruitment processes from request-to-fill to entrance-on-duty for an organization.
  • You will explain civilian human resources policies and procedures to customers.
  • You will respond to customer inquiries by researching data from a human resources information system (e.g., Defense Civilian Personnel Data System [DCPDS] or similar system).
  • You will solve human resources problems that cross multiple program lines (e.g., recruitment, classification, compensation).
  • You will draft correspondence on applicant-related matters (e.g., notifications of eligibility, referral/non-referral notices, selection letters).

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.


GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with human resources (HR) activities in accordance with HR regulations and procedures, i.e. reviewing Requests for Personnel Actions (RPAs) for accuracy and completeness, and assisting HR Specialists with recruitment or processing of RPAs, etc.; 2) Responding to human resources questions, i.e., providing information or status on vacancy announcements or RPAs; and 3) Referencing Human Resources materials such as manuals and regulations to ensure adherence to HR rules and regulations for processing personnel actions.

GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; 2) Providing advice to managers on a variety of recruiting authorities to facilitate recruitment; 3) Advising managers and command personnel on the hiring process; and 4) Using electronic personnel databases and systems to retrieve and analyze information.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.



In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-07:
1 full year of graduate level education
OR
superior academic achievement
OR
A combination of experience and graduate education as described above that equates to one year of experience

GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
