Job Description
All Native Group, a division of Ho Chunk, Incorporated, is seeking a Senior Network Engineer to provide advanced engineering, operational, and advisory support for the Congressional Budget Office's (CBO) Cisco network environment. The Senior Network Engineer serves as a senior technical advisor, leading the design, implementation, and maintenance of secure network architectures that enforce Zero Trust principles across core, distribution, access, and edge layers. This role drives Incident Response remediation, security assessments, and continuous improvement of the network security posture.
Essential Functions
- Design, implement, operate, and optimize CBO's Cisco-based network infrastructure for high availability, scalability, performance, and resilience.
- Implement and maintain network security controls aligned with NIST SP 800-53 and NIST SP 800-207 Zero Trust Architecture, including continuous monitoring and risk mitigation.
- Engineer and enforce Zero Trust principles through segmentation, micro-segmentation, and continuous verification of users and devices.
- Deploy and manage 802.1X port-based access control, role-based access, and integration with enterprise identity services.
- Manage and support routing, switching, and network services (VLANs, DNS, DHCP, VPNs) with secure, standards-aligned configurations.
- Secure and manage public-facing and perimeter infrastructure including firewalls, remote access, and edge devices.
- Implement and manage network monitoring, logging, and alerting integrated with enterprise SIEM and NDR tools.
- Establish and maintain a structured device patching, firmware update, vulnerability remediation, and lifecycle management program.
- Serve as a senior technical advisor, leading or participating in security assessments, audits, and compliance reviews with evidence and remediation support.
- Perform root cause analysis for network incidents and implement corrective and preventive actions.
- Develop and maintain SOPs, configuration baselines, and enterprise network diagrams; conduct annual reviews and updates.
- Continuously evaluate and enhance network security posture through emerging best practices, threat intelligence, and Cisco security innovations.

- Ability to operate independently with technical authority.
Supervisory Responsibility
This position may provide technical leadership and mentorship to network engineering staff but has no direct personnel-management authority unless designated in a task order.
Work Environment
This job operates in executive settings with frequent engagement at the highest levels of Navy leadership. This role uses executive office equipment and classified communication systems.
Physical Demands
The physical demands are typical of executive positions, with extensive travel and high-stress decision-making requirements. While performing the duties of this job, the employee is regularly required to talk or hear.
Position Type/Expected Hours of Work
This is a full-time executive position with flexible hours based on mission requirements.

Experience
- Minimum of 8 to 10 years of progressive network engineering experience, including senior/lead responsibilities in enterprise Cisco environments.
- Demonstrated experience providing Tier 3 and Tier 4 issue resolution.
- Proven experience leading security assessments, audits, and Zero Trust implementations.
- Extensive knowledge of network design, traffic engineering, and perimeter security.
Education
Bachelor's degree in information technology, Computer Science, or a related field, or equivalent professional experience.
Additional Eligibility Qualifications
- Cisco Certified Network Professional (CCNP Enterprise) required; Cisco Certified Internetwork Expert (CCIE) or Cisco Certified Network Professional Security (CCNP Security) strongly preferred.
Certifications (or their equivalent prior certifications) should have been maintained for a minimum of 5 years. Expired certifications or certifications never used professionally will not be considered.

Security Clearance
Must be a U.S. citizen or permanent resident. Position requires a Public Trust Tier 2 clearance. Selected candidate must obtain favorable FBI criminal history and fingerprint checks conducted through the U.S. Capitol Police prior to starting work, and pass a background check to access the CBO network.
