Job Title: Senior Program Manager


Location: Washington, DC


Minimum Clearance Required: Top Secret/SCI security clearance required


Travel: 10%. Ability to CONUS and OCONUS travel as needed

This position requires the ability to obtain and maintain a Top Secret/SCI U.S. Government Security Clearance. U.S. Citizenship status is required, as this position necessitates an active U.S. Government Security Clearance for employment. Non-U.S. citizens are not eligible to obtain a U.S. security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance process for industry applicants. Adjudicative factors which affect the outcome of the eligibility determination include, but are not limited to, allegiance to the U.S., foreign influence, foreign preference, criminal conduct, security violations, and illegal drug use.


As a Senior Program Manager, you will be responsible for responsible for applying United States Air Force (USAF) subject matter expertise (SME) in air, space and ground systems engineering, program management (PM), and rapid acquisition processes to provide objective-based information and analysis to key decision-makers. Support will focus on cradle-to-grave programmatic aspects of the RC-135 aircraft fleet (RC/TC/WC-135) and associated systems including the Royal Air Force (RAF) United Kingdom-RIVET JOINT (UK-RJ) RC-135 program. Provide advice, track, and formulate budget, programmatic and strategic insight into related operational mission areas/capabilities. SME Critical Mission Support (CMS) includes Combined Joint All-Domain Command and Control (CJADC2), Electromagnetic Battle Management-Joint (EMBM-J), Air Command & Control (AirC2), Intelligence, Surveillance and Reconnaissance (ISR) acquisition programs, and liaison on supported/responsible interest areas while coordinating across the Headquarters Air Force (HAF) staff to ensure alignment of Joint, Coalition, Combatant Commands (CCMD)s, Services and BIG SAFARI Program Management Office (PMO) goals/objectives for RC-135 viability. Position will work closely with relevant Program Element Monitors (PEMs) to ensure programmatic interests/objectives are represented and attained while also supporting, mentoring and developing PEM capabilities.


Who You Are and What You Need:


Education, Certifications & Qualifications:


  • Top Secret/SCI security clearance required

  • Master's Degree is required.

  • 20+ years of ISR experience.

  • 5 years of supervisory or management with HQ USAF/ACC experience.

  • At least 15 years of experience working in leadership/advisory position within the DOD, preferably USAF.

  • At least 10 years of experience working in developing ISR requirements.

  • At least 10 years of experience with Performance Based Acquisition.

  • At least 8 years of experience in higher headquarters (HHQ) assignments (e.g., HAF, USSTRATCOM, ACC, etc.)



What You Will Do:


  • Combine analytical planning, strategic analyses, negotiating acumen and organizational management to liaise between CCMDs, Services, Coalition partners, Intelligence Community (IC) Agencies, Major Commands (MAJCOM), Numbered Air Forces (NAF), BIG SAFARI's RC-135 PMO, and Defense Commercial/Industry partners to enhance RC-135 fleet, programs, processes, initiatives, experiments, etc.

  • Coordinate with USAF PMs to plan, review, support and execute relevant acquisition initiatives, ISR programs, initiatives and capabilities experiments.

  • Apply senior-level airpower employment SME with skills in business/acquisition processes to further RC-135 fleet capabilities.

  • Independently develop/recommend potential implementing actions while constrained with no clear resolution nor acceptable, readily apparent alternatives/solutions with only broadly defined guidance.

  • Represent HAF-assigned organization and other Service echelons required in meetings/ discussions with senior-level government/commercial participants to explore problem areas and formulate programmatic strategies.

  • Foster collaborative development, production, and standardization of RC-135 fleet/enterprise airframe capabilities, ISR system, and programmatic processes.

  • Independently organize and lead problem solving teams essential to meeting operational mission/capability needs.

  • Analyze international acquisition policy changes potentially affecting the RC-135 enterprise and prepare implementation recommendations on proposed policy papers.

  • Work with RC-135 fleet PMs to plan, organize, direct, consolidate, coordinate and evaluate USAF/RAFRC-135 acquisition efforts.

  • Directly interface with a wide variety of counterparts, US/UK flag-level officers/Senior Executive Service (SES) officials and senior industry leaders through effective communication with all involved parties/areas of responsibility.

  • Ensure stakeholder views are understood and considered to develop and recommend program effective implementing actions.

  • Actively facilitate participants' professional relationships, resolving challenges, ambiguous issues, and best interest solutions of all parties.

  • Create effective relationships with concerned organizations having competing interests to facilitate overall RC-135 program success.

  • Exercise recognized authority in assigned duties on behalf of RC-135 fleet PMs.

  • Other tasks/duties as assigned.
