Job Description
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a Security Assistance Program Specialist at the NH-0301-3 broadband level, some of your typical work assignments may include:
- Assists in the development of Foreign Military Sales (FMS) directives, guidance, and procedures within
MDA. - Supports the Security Assistance Enterprise (SAE) Continuous Process Improvement Board (CPIB)
FMS reform efforts. - Coordinates efforts to ensure Letter of Offer and Acceptance (LOA) compliance with
the Defense Security Cooperation Agency (DSCA) Security Assistance Management Manual (SAMM)
policies and internal MDA implementation guidance. - Assists in resolution of conflicts between Partner Nation requests and USG policies, procedures, and capabilities.
- Serves as technical advisor for Defense Security Assistance Management System (DSAMS).

- This position is designated as a security cooperation (SC) workforce position and requires certification in accordance with 10 U.S.C. 384, Department of Defense Security Cooperation Workforce Development.
- Employee must obtain mandatory SC certification within 24 months from entry into the position in accordance with the position's SC certification requirements annotated on the position coding sheet.
You may qualify at the NH 03 Broadband Level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
- Experience with security Assistance policies, regulations, and procedures required to effectively manage Foreign Military Sales programs; to develop the need for new approaches, new program emphasis, and to provide expert technical advisory services.
- -Understanding of the legislative principles governing Security Assistance which include the Arms Export Control Act and Foreign Assistance Act to comply with aspects of international security assistance programs.
- Experience with oral and written communicative skills to effectively interact with a variety of personnel at all levels to include civilian, military, local representatives, and foreign nationals to give and exchange information relative to the international programs.
Substitution of education may not be used in lieu of specialized experience for this grade level.
