Credence has an immediate opening for a Program Manager at the senior to support the B-2 Division who is responsible for the modernization, test, production, fielding and sustainment of B-2 aircraft and related systems. The B-2 is a high demand, low density fleet that is 20+ years old, is undergoing numerous concurrent acquisitions to solve obsolescence issues, and delivers critical aerial denial/anti-access and nuclear capabilities at Tinker AFB, OK.

Responsibilities include, but are not limited to the duties listed below:
  • Apply knowledge and experience in acquisition program management policies and procedures to USAF systems, subsystems, and equipment procurement activities, post-award project/program management tasks, and acquisition programs throughout their life cycles.
  • Apply a full range of acquisition program management policies and procedures to perform acquisition management activities in support of existing and future F/B Directorate aircraft programs and platforms.
  • Support proposal reviews as assigned by the customer and assist in coordinating documentation across financial management, program management, contracting, configuration management, engineering, and logistics management functions.
  • Assist in consolidating functional inputs into common documents and planning for the accomplishment of program milestones.
  • Provide assistance in risk management, project management, process improvement, and logistics support, including participation in Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs).
  • Collect programmatic inputs from acquisition programs throughout their life cycles, including research, development, production, test, acquisition, fielding, sustainment, and modernization of existing and advanced capabilities.
  • Assist in performing non-voting advisory support for program source selections, determining program progress, and communicating recommendations orally and in writing to higher organizational management.
  • Develop and coordinate responses to taskers related to internal and external program inquiries.
  • Support warfighter Urgent Operational Needs (UON) and Joint Urgent Operational Needs (JUON) execution teams by recommending accelerated test concepts, minimum integration levels, and trade-offs among risk, schedule, performance, and cost.
  • Produce or review program office products, including business case analyses, trade-off studies, acquisition and logistics estimates, requirements documents, acquisition strategies, and acquisition plans.
  • Support program offices during Materiel Solution Analysis (MSA), Technology Maturation and Risk Reduction (TMRR), Engineering and Manufacturing Development (EMD), Production and Deployment, and Operations and Support (O&S) phases, including milestone activities.
  • Assist in performing MSAs leading up to design reviews and support the development of draft documentation and presentation materials based on cost, schedule, and performance limits.
  • Support strategic scheduling and planning documentation, including Integrated Master Plans (IMPs), Integrated Master Schedules (IMSs), and reporting frameworks for event-based activities.
  • Develop, analyze, and maintain integrated program schedules from concept exploration through system fielding, including lower-tier schedule networking, network statusing, duration assignments, relationship development, and schedule graphics.
  • Evaluate contractor-proposed schedules against Government schedules, assess program office schedules against schedule databases, and support probabilistic and deterministic schedule risk assessments, including Schedule Risk Assessments (SRAs) using Monte Carlo simulation-based tools.
  • Develop program management strategies and support Business Case Analyses (BCAs), Cost of Ownership (COO) analyses, aging aircraft analyses, process documentation, PWSs, SOWs, Data Item Descriptions (DIDs), test plans, acquisition plans, LCMPs, LCSPs, ELMPs, QASPs, ASPs, IMPs, IMSs, AIPs, and AIMPs.
  • Support development of contract strategies, Work Breakdown Structures (WBSs), program risk assessments, market survey requirements, executive briefings, stakeholder coordination, briefing updates, and meeting minutes.
  • Perform analyses to support program strategy decisions and courses of action and provide program assessments to ensure milestone documentation aligns with program strategy.
  • Provide inputs, draft, coordinate, adjudicate comments, and produce final coordinated milestone documents and assessments, including staff summary packages for milestone approval.
  • Support requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process and staffing.
  • Translate user requirements documents, including Capability Development Documents (CDDs), Capability Production Documents (CPDs), and CONOPs, into Request for Proposal (RFP) documentation for the F/B Directorate.
  • Support key acquisition events and reviews, including SRRs, PDRs, CDRs, TRRs, TCMs, FCAs, PCAs, PRRs, TIMs, and other applicable reviews.
  • Apply program management initiatives involving commercial items, including Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Federal Aviation Administration (FAA)-certified items.
  • Support commercial practices and acquisition approaches such as Performance Based Business Environment (PBBE), Evolutionary Acquisition (EA), Agile Acquisition (AA), JCIDS, CONOPS, partnering, architectural views, and Capabilities Review and Risk Assessment (CRRA).
  • Assist with Automated Business Services System (ABSS), System Management Analysis Reporting Tool (SMART), and Integrated Budget Documentation and Execution System (IDECS), including producing documents using IDECS.
  • Support DAG processes, including Monthly Acquisition Reports (MARs), Defense Acquisition Executive Summary (DAES), Selected Acquisition Reports (SARs), and the Task Management Tool (TMT).
  • Plan, coordinate, and participate in integrated program reviews and conferences, including executive, readiness, technical, budget, design, weapon system, requirements working group, supportability, and management reviews.
  • Review and analyze weapon system prime and subcontractor Earned Value Management (EVM) systems and support management of the action item process following program reviews.
  • Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other program support as needed.
  • Process and complete Modification Proposal AF Form 1067 activities, including logging, assigning review responsibilities, tracking completions, providing responses to using commands, and archiving results.
  • Provide programmatic support for using commands' Requirements and Planning Councils (R&PCs) or similar requirements review processes.
  • Support capability planning and development actions, including implementation of policies, processes, and tools, High Powered Team (HPT) support, and capability-based planning processes for AFMC.
  • Support AFMC Capabilities Integration Panel resources, including financial and manpower resources, and review capability requirements and option sets to ensure interoperability and linkages to other capabilities.
  • Communicate across multiple platforms, programs, phases, and enterprises while supporting integration of intelligence information and infrastructure for cross-enterprise capabilities planning and system acquisition.
  • Support establishment of a capability architect function to develop integrated architectures for cross-enterprise comparison, analysis, and integration.
  • Identify and advocate AF Operational Support (OS) capability requirements and support OS transformation through capability-based planning, modernization initiatives, process engineering, and integration of intelligence from concept development through sustainment.
  • Promote the use of Modeling, Simulation, and Analysis (MS&A) throughout the acquisition life cycle and support development and maintenance of common-use MS&A tools.
  • Support command leadership and policy for modeling, simulation, and analysis to enable capability-based planning and acquisition; access modeling databases and perform specific analysis.
  • Plan, organize, and manage critical aspects of the development, production, and/or deployment of capabilities, including systems of systems, families of systems, systems, subsystems, and equipment.
  • Support the Directorate/Division Self-Inspection Program (SIP), including preparing for inspections, distributing checklist information, developing and maintaining checklist tracking/reporting, monitoring completion status, and recommending corrective actions.
  • Prepare, maintain, update, and review test and test-related documentation, including the Test and Evaluation Master Plan (TEMP), Integrated System Test Plan, Integrated Test Team (ITT) Charter, Program Introduction Document (PID), Statement of Capabilities (SOC), and other required test plans and reports.
  • Review test documentation for adequacy, specification/performance requirement compliance, and conformity with mandatory guidance, and provide recommendations for improvement.
  • Recommend, assess, and analyze requirements and objectives, test and evaluation concepts, strategies, and plans.
  • Coordinate acceptance test procedures and associated plans, including testing requirements with program office customers, contractors, and other agencies with standardization requirements for test programs.




Education, Requirements and Qualifications:
  • Must have a Top-Secret clearance.
  • Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
  • OR Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
  • OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
  • Must understand current DoD and USAF acquisition regulations, guidelines, and processes.
  • Must handle all official records in accordance with AFI 33-322, Records Management and Information Governance Program.
