Job Description
Serco is seeking an experienced Acquisition & Program Management (PM) Professional to support Department of Defense and Federal Government customers managing complex acquisition portfolios and mission-critical programs. The successful candidate will provide senior-level acquisition, program management, strategic planning, budget formulation, source selection, and requirements-development expertise supporting programs throughout the acquisition lifecycle.
The ideal candidate possesses extensive experience leading large-scale defense acquisition programs, developing acquisition strategies, supporting major source selections, guiding senior executives through Program Objective Memorandum (POM) and PPBE activities, and overseeing development, production, fielding, and sustainment of advanced weapon systems and national security capabilities. This role supports Program Executive Offices (PEOs), Program Management Offices (PMOs), Headquarters organizations, and senior government decision-makers.
In this role, you will:
Acquisition & Program Management
- Serve as a senior acquisition and program management advisor supporting government acquisition organizations.
- Support execution of DoD acquisition programs from concept development through sustainment and disposal.
- Develop acquisition strategies, acquisition plans, program baselines, and milestone documentation.
- Support ACAT I, ACAT II, ACAT III, rapid acquisition, urgent operational need (UON), and special access programs.
- Lead Integrated Product Teams (IPTs) and coordinate program activities across engineering, contracting, logistics, test, security, financial management, and operational communities.
- Evaluate cost, schedule, and performance metrics and provide recommendations to government leadership.
- Develop program execution roadmaps, risk mitigation strategies, and long-range modernization plans.
Strategic Planning & Requirements Development
- Lead or support Analyses of Alternatives (AoAs), capability assessments, mission analyses, and concept development efforts.
- Develop requirement recommendations supporting future force modernization initiatives.
- Support technology transition activities, rapid prototyping efforts, and innovation initiatives.
- Analyze operational requirements and translate them into executable acquisition strategies.
Budgeting, PPBE & Financial Management
- Support Program Objective Memorandum (POM), Planning Programming Budgeting and Execution (PPBE), Congressional Budget Justification, and Future Years Defense Program (FYDP) activities.
- Perform investment analysis and resource allocation assessments.
- Develop funding recommendations and program affordability analyses.
- Support preparation of senior-level budget briefings and funding decision packages.
Contracting & Source Selection
- Support competitive acquisitions and source selections.
- Develop acquisition strategies and procurement approaches.
- Participate in proposal evaluations, comparative analyses, technical reviews, and contract award activities.
- Support contract execution, performance management, and acquisition oversight activities.
Executive Engagement
- Prepare and deliver executive-level briefings, decision memoranda, and strategic communications.
- Support engagements with Flag Officers, General Officers, Senior Executive Service personnel, and other senior government stakeholders.
- Facilitate program reviews, acquisition boards, milestone reviews, and strategic planning events.
To be successful in this role, you will have:
- Active Top Secret/SCI security clearance
- U.S Citizenship required
- A Master's degree in Business, Engineering, Science, Management, Acquisition, Public Administration, or related field
- Minimum of 15 years of acquisition and/or program management experience supporting DoD or Federal Government programs
- Experience supporting major defense acquisition programs valued at $100M or greater
- Demonstrated knowledge of the Defense Acquisition System and DoD 5000-series guidance
- Experience supporting requirements generation, acquisition strategy development, and program execution
- Experience supporting source selections and contract award activities
- Experience with PPBE, POM development, budget formulation, and resource management
- Experience managing cross-functional teams and stakeholder coordination efforts
- Strong written and oral communication skills
- Ability to travel up to 25% as required
Additional desired experience and skills:
- Master's Degree in Leadership, Program Management, Business Administration, Engineering, Systems Engineering, or related discipline
- DAWIA Program Management Advanced Certification (formerly Level III)
- Graduate Certificate in Project Management
- Experience supporting Headquarters Air Force, Office of the Secretary of Defense, AFLCMC, AFMC, Air Staff, PEO organizations, or equivalent acquisition organizations
- Experience supporting highly classified programs, Special Access Programs (SAP), and Sensitive Compartmented Information (SCI) environments
- Experience supporting international acquisition programs, technology release activities, and foreign military initiatives
- Experience leading Analyses of Alternatives (AoAs) and capability-based assessments
- Experience supporting rapid acquisition and urgent operational need programs

Desired Candidate Profile
The ideal candidate is a former senior military acquisition officer, defense civilian, or industry professional with experience leading billion-dollar acquisition programs, managing highly classified portfolios, directing source selections, developing acquisition strategies, and supporting senior-level budget and resource decision-making. Experience supporting Air Force weapons programs, PEO organizations, Pentagon-level planning activities, and major modernization initiatives is highly desirable.
