Job Description



  • You will serve as a Financial Management Analyst responsible for planning, executing, monitoring, and analyzing financial resources supporting the Navy International Programs Office (NIPO) Security Cooperation mission.
  • You will develop, formulate, and execute annual budgets for multiple appropriations and funding sources, including Foreign Military Sales (FMS).
  • You will perform comprehensive budget execution analysis to monitor obligations, expenditures, commitments, and available balances; identify execution trends, funding shortfalls, and excess resources; and recommend appropriate corrective actions.
  • You will develop annual spend plans, execution forecasts, spend projections, unfunded requirements (UFRs), and annual funding plans to support organizational priorities and mission requirements.
  • You will review funding requests for completeness, accuracy, affordability, and compliance with applicable fiscal law, and Department of the Navy policies.
  • You will perform financial reconciliation and validates accounting data to ensure accuracy of obligations, expenditures, reimbursements, and financial reporting.
  • You will support development of Program Objective Memorandum (POM), budget justification materials, annual financial plans, mid-year reviews, and end-of-year closeout activities.
  • You will review and evaluate financial execution against established performance metrics and develops recommendations to improve financial stewardship, internal controls, and resource utilization.

  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Foundational
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Permanent Change of Station (PCS) is not authorized.


Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: ability to interpret financial reports and prepare budget input and exhibits; knowledge of budgetary functional programs and procedures; knowledge of foreign military sales.
