The Buyer II position is located at Lexington Park, MD.
Job Summary:
The function of this position is to award purchase orders, from generation to close-out. Initiate PRs, POs and change orders. Buyer will ensure files are fully documented to withstand audits; ensuring market research, solicitation, vendor selection and documentation, terms & conditions and performance and policy standards are met. Analyze price quotes to determine best vendor selection and coordinate with end users to ensure price, delivery, terms, and technical specifications are met. Coordinate with Accounts Payable to ensure vendor and invoicing terms are met.

Essential Duties and Responsibilities :
- Develop sources of supply and service using research techniques to collect and analyze data
- Analyze market conditions and product/technological developments for work application
- Assists in the development of source justifications, specifications and statements of work with customers and team members
- Develop complex solicitations to include commodities, services and professional services critical to the operations of the customer in conformance with federal procurement rules and regulations
- Conduct advanced price and cost analyses for bid award and reporting purposes
- Review requirements such as insurance, bonds and scope of work
- Track purchases and pricing agreement data in various reports and data sources weekly, monthly, and quarterly, and support invoicing efforts for same
- Contact, interview and/or negotiate with suppliers to conduct market research, resolve contract related discrepancies, resolve delivery and billing disputes and make product/service award recommendations
- Prepare required forms and work with team to maintain accurate inventory records including details on price, performance, and delivery
- Work with vendors to ensure all goods and services are ordered and received in a timely manner
- Process changes and modifications, and perform Purchase Order/contract closeout
- Prepare and present purchase orders through approval authority
- Prepare and present information to small groups related to procurement activities
- Familiar with FAR/DFARS and associated Supplements; skilled at regulations research and providing recommendations
- Maintain professional interfaces between Government and Industry
Educational/Training Requirements:
- Bachelor's Degree in business related field (preferred) or equivalent experience is required.
Required Skills/Experience:
- Minimum two + years of experience in Federal procurement and or support of Government prime contracts and acquisition processes.
- A solid understanding of purchasing, project management, supply chain and other general business skills; demonstrated strong oral and writing skills preferred.
- A keen attention to detail and someone motivated with proven organizational and time management skills desired. Excellent communication skills are required (verbal and written).
- Self-starter - able to work independently.
- Proficient with Microsoft Outlook, Word, Excel, and PowerPoint, SharePoint, and Adobe Acrobat.
- Familiarity with Costpoint preferred.
Security Clearance:
- Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
Licenses or Certifications:
- Valid U.S. Driver's License
- Purchasing or contracting certifications to include either Defense Acquisition University (DAU) Certifications (Level I or II), National Contract Management Association (NCMA) Certifications, or equivalent certification desired.
Work environment:
- Work activities are normally performed in office at the program management office.
Physical Demands:
- This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers.
- Must be able to have close visual acuity to perform an activity such as preparing and analyzing data and figures; viewing a computer terminal; and requires very little lifting or moving of heavy objects or materials. May require sitting for long periods of time.
