Boston Government Services, LLC. (BGS) is seeking a Lead Project Integrator Contract/Subcontract Administrator IV/V to support our BGS team in Oak Ridge, TN.

Responsibilities:
• Conducts research to support contract understanding; identify relationships and state general principles of basic contract law, facts and terms; improve FAR/UCC knowledge; or gain technical insight.
• Understand and apply policies, procedures, and other regulatory requirements during the pre-award process, award/contract set-up, and administration of a contract.
• Performs contract setup and administration, in accordance with checklists and policies, in corporate systems, assists in organization and maintenance of contract records and files documenting contract performance and compliance.
• Assist in market research, sole source and source selection documents, Statement of Work (SOW), Statement of Objectives (SOOs), Performance Work Statements (PWS), evaluation criteria, Determination and Findings (D&Fs), Limited Source, and other procurement/contract related actions.
• Assist with justifications and /or other forms of documentation that may need to be submitted to the Director of Contracts or corporate clients relative to subcontract and procurement activities.
• Assist with development of requirement documents with the program offices for requirement validation and clarity, participate in pre-proposal/Pre-bid conferences as necessary and obtain information from technical personnel prior to preparation of the solicitation and during the solicitation phase.
• Prepare draft solicitation documents, Invitation for Bid (IFB), Request for Qualifications (RFQ), Request for Proposals (RFP), and Request for Information (RFI) solicitation documents, using a template or by developing from scratch inclusive of all current and applicable clauses and provisions, etc.
• Analyzes contract requirements, special provisions, terms and conditions and provide appropriate support for lower tiered subcontracts including flowdown terms and conditions, scope of work requirements, and periods of performance.
• May participate in development of less complex business alliances and partnering agreements including Teaming Agreements and Non-Disclosure Agreements.
• Draft contractual instruments, correspondence, memoranda, and other documentation commensurate with skills.
• Draft simple to moderate contractual instruments, correspondence, memoranda, and other documentation commensurate with skills and Specialist/Managerial oversight.
• Assists mid- to high-level contract professionals in working with internal or external business teams/clients on issues and developments related to assigned contracts.
• Assist Specialists, Managers, and project teams with identification of issues which could become contract changes and change management tracking.
• Ensures contract document reviews, approvals and execution in accordance with corporate and/or business unit guidelines.
• Assists with and/or performs contract reporting functions for compliance with legal, FAR, regulatory, other contract terms and conditions, and corporate policies and procedures.
• May conduct research to support contract audit and or facilitate business unit contracting trends.
• Performs contract closeout activities including Release of Claims, other closeout certifications, and final contract performance reporting.
• May perform these actions related to subcontracts and procurement actions, as needed.
Requirements:
• Associate Degree Required Bachelor’s Degree Preferred.
• Minimum 3 yrs experience.
• Some proficiency in understanding and applying contract policy and practice founded in corporate policy, the Federal Acquisition Regulation and its supplements, Uniform Commercial Code, and other professional publications.
• Must be a U.S. citizen.
• Successful drug screening.
• Must be eligible to obtain and maintain a security or clearance badge.
Preferred Qualifications:
• Bachelor’s Degree.
Location/Work Arrangement:
• This position is a fully onsite position at (Oak Ridge); may consider a Remote Work Arrangement with some travel.
