Job Description



The Rehancement Group (TRG) is seeking a Senior Consultant to lead business improvement, organizational development, and process modernization efforts supporting USDA Forest Service programs. The position will work with program managers, technical specialists, policy staff, partners, and other stakeholders to turn complex operational needs into practical methods, documented processes, measurable performance improvements, and decision-ready products.

Work Arrangement: Primarily remote. Work location will be established by individual BPA calls and may include USDA facilities, field sites, government offices, contractor facilities, or Fort Collins, Colorado.

Travel: Periodic travel may be required within the United States, including Alaska, Hawaii, and U.S. territories.

Employment Type: Full-time contract support, contingent upon contract award and assigned BPA calls.

Schedule: Generally aligned to government business hours. Some assignments may require support outside normal business days or hours, including Federal holidays.

Security: Employment is contingent upon successful completion of the USDA/Forest Service background investigation and Personal Identity Verification process appropriate to the position and level of access.




  • Lead business process improvement and reengineering activities supporting natural resource programs, organizational development, and process modernization.

  • Assess current operations, identify performance gaps, document business needs, and develop practical recommendations for policy, guidance, technology, or workflow changes.

  • Design and apply methods for change management, organizational assessment, activity and data modeling, performance measurement, benchmarking, and identification of best practices.

  • Lead or support interviews, workshops, working groups, policy discussions, training sessions, and knowledge-transfer activities involving geographically dispersed participants.

  • Guide project teams through transition activities and maintain focus on assigned objectives, milestones, deliverables, and measurable results.

  • Prepare or oversee clear, concise, editable reports, briefings, presentation materials, process maps, recommendations, training products, and supporting documentation.

  • Coordinate with Forest Service program managers and technical personnel across headquarters, regional offices, stations, forests, districts, service centers, and partner organizations.

  • Apply working knowledge of project management standards, Section 508, web technology, knowledge management, data and records management, collaboration tools, and related commercial software.

  • Support assignments involving policy analysis, program effectiveness, financial or economic analysis, social assessment, resource planning, and evaluation of alternative approaches.

  • Review work products for accuracy, clarity, consistency with requirements, editability, and timely delivery.





  • Bachelor's degree and at least 12 years of relevant experience, or master's degree and at least 8 years of relevant experience, in business, management, information systems, or a related field is required.

  • Demonstrated experience in management consulting, business improvement, organizational development, change management, facilitation, training, or process modernization.

  • Experience leading complex projects or workstreams involving multiple functions, stakeholders, and organizational levels.

  • Ability to convert qualitative and quantitative information into defensible findings, practical recommendations, and executive-ready products.

  • Strong written and verbal communication skills, including the ability to facilitate discussions with technical and non-technical participants.

  • Proficiency with Microsoft Office and collaboration tools, including Word, Excel, PowerPoint, Outlook, SharePoint, and Microsoft Project or comparable platforms.





  • Experience supporting the USDA Forest Service, another land-management or natural-resource organization, or a federal civilian agency.

  • Experience with natural resource policy, environmental management, social or economic assessments, GIS-enabled workflows, remote-sensing products, or scientific and technical programs.

  • Experience producing Section 508-compliant reports, presentations, web content, training, or multimedia products.

  • PMP, change management, facilitation, Lean Six Sigma, or related professional certification.





  • Must be able to successfully complete the Forest Service background investigation appropriate to the position, level of access, and need-to-know.

  • Must be able to obtain and maintain required USDA Personal Identity Verification credentials, facility access, and computer or information-system access.

  • Must comply with applicable USDA, Forest Service, GSA, NIST, HSPD-12, Privacy Act, information-security, acceptable-use, records-management, and facility requirements.

  • Must protect government information and Privacy Act records from unauthorized access, use, or disclosure.

  • Must remain eligible for assigned access throughout employment. Ineligibility or loss of required access may prevent performance on the contract.

  • Must be available for travel, field support, on-site work, or work outside normal business hours when specified by an individual BPA call.
