Job Description
This position is the Deputy Assistant Chief of Staff for Marine Corps Community Services, Marine Corps Installations National Capital Region ¿ Marine Corps Base Quantico (MCINCR-MCBQ). The incumbent serves as the senior of sixteen Branch Directors and reports directly to the Assistant Chief of Staff, Marine Corps Community Services (MCCS).
The purpose of this position is to function as the Business and Operations advisor by providing day-to-day guidance and decisions in the areas of: Retail, Food, Leisure, Hospitality & Services, Semper Fit and Marine & Family Programs. Assists the Director in developing MCCS strategies that are market driven and trending with the off base community in meeting customer needs. Ensures policy and procedure compliance are maintained and continually measures the organization's performance and corrects failing strategies in a timely manner. Resolves internal and external operational problems not covered by established policies including the coordination and collaboration with other staff agencies. Exercises technical and administrative supervision over subordinate Branch Directors, MCCS Support Branches to include setting annual performance plan goals with each director and evaluating their attainment of such goals. Resolves financial, personnel and operational problems that impact on the effectiveness of MCCS businesses and assigned operations/functions. Represents the MCCS Assistant Chief of Staff to other organizations and commands on matters concerning MCCS. Maintains liaison with advisory boards, councils and unions. Sets priorities and establishes methods and time frames for accomplishments of MCCS projects. Supervises the MCCS Support Branch Directors to ensure that the total organization is included in the planning process of projects, new businesses and restructuring.
Serves as a subject matter expert and advisor to senior leaders both internal and external to the Base Command. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Oversees preparation and approves financial plans and related records and reports, and exercises authority on approved budgets (NAF & APF) on assigned activities. Oversees management of new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives and exercises internal personnel management authorities as delegated by the MCCS Assistant Chief of Staff. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Inspires and sustains the trust and confidence of customers, associates, colleagues, senior management and subordinates. Takes action to solve problems quickly.
Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishap. Ensures minimal loss of duty by complying with ¿Return to Work¿ program initiatives, and following up on employee well-being.
This is an exempt position, and incumbent must be willing and able to work hours as required to accomplish the mission. Extensive travel will be required by the incumbent at times. This is a white-collar position where occasional lifting up to 20 lbs may be required. Performs other related duties as assigned.

EVALUATIONS:
Must possess the minimum of a Bachelor¿s degree in Business Management or a related field appropriate to the work of the position AND five years of executive level experience OR a combination of education and work experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Must have demonstrated experience with developing large, multi-million dollar short-term and long-range budget forecasts, as well as operational plans for the implementation of same. Must possess exceptional oral and written communication skills, as well as effective interpersonal skills in order to facilitate interaction with high-ranking military and civilian government officials. Hands-on management experience and program oversight of similar support functions such as Finance, Management Information Systems, Human Resources and Marketing. Ability to analyze industry trends and make organizational improvements through the application of effective and innovative financial management, logistics, personnel management, and information technology concepts. Must possess maturity and experience in dealing with situations requiring effective leadership, guidance, and/or constructive coaching of associate staff. Knowledge of appropriated and non-appropriated fund regulations pertaining to both fiscal and personnel matters is desired, in order to effectively manage the resources involved.
