Job Description
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:
- Advises leadership on all matters related to program cost, schedule, and performance across the Missile Defense System (MDS) to provide comprehensive situational awareness.
- Applies MDA directives, procedures, guides, etc. such as those referenced in the Comprehensive Acquisition Process (CAP).
- Develops and adjusts workload priorities, acquisition strategies, and innovative solutions to keep programs on or ahead of schedule while managing and eliminating risks.
- Serve as Senior Acquisition Analyst with the development and coordination of Contract Requirements Packages (CRPs) in order to translate new and ongoing engineering requirements into artifacts that can be utilized in development of Requests for Proposals.
- Assist with the execution of inter-agency acquisitions as required with Other Government Agencies and support the review of services.

- This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.
You may qualify at the NH04 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
- Managing cost, schedule, and performance of a complex weapon system.
- Communicating to senior leaders orally, in writing and with presentation material.
- Leading teams, recommending and making risk based decisions, providing program support, and collaborating across programs, organizations, and functional Integrated Product Teams (IPTs) including external stakeholders.,
Substitution of education may not be used in lieu of specialized experience for this grade level.

This position requires Acquisition Workforce Level Advanced Certification in Program Management prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
