Credence has an immediate opening for a Program Manager- PEG/DAG Public Affairs at the Journeyman level supporting AFLCMC/WAX at Wright Patterson AFB, OH.

The Plans and Programs Division supports the modernization and sustainment of Fighter and Advanced Aircraft (F&AA) capabilities for the U.S. Air Force and coalition partners. The division manages capability planning, technology integration, program oversight, and cross-functional processes-including airworthiness, configuration management, system safety, and cybersecurity-from concept through fielding. It also develops future capability roadmaps in collaboration with Air Force Major Commands (MAJCOMs) and other key stakeholders.

  • The Program Manager- PEG/DAG Public Affairs shall apply knowledge and experience in acquisition program management policies and procedures to USAF systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.
  • Apply a full range of acquisition program management policies/procedures to perform a wide range of acquisition management activities in support of the existing and future F/B Directorate aircraft programs and platforms.
  • Understanding of current DoD and USAF acquisition regulations, guidelines and processes.
  • Support the review of proposals as assigned by the customer. The Contractor shall assist in the coordination of documentation between functional resources to include: financial management, program management, contracting, CM, engineering, and logistics management. The Contractor shall assist in consolidating functional inputs into common documents. The Contractor shall assist in planning for the accomplishment of various program milestones.
  • Provide assistance in risk management, project management, process improvement support, and logistics support. The Contractor shall participate in process improvement activities as members of, or advisors to, Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs).
  • Assist in the collection of programmatic inputs from acquisition programs throughout their life cycles to include: research, develop, produce, test, acquire, field, sustain and modernize existing and advanced war-winning capabilities, on-time and on-cost of the F/B Directorate portfolio for the US.
  • Assist in performing a non-voting, advisory role for program source selections on all acquisition related requirements, as required. The Contractor shall assist in determining program progress and effectively communicating recommendations orally and in writing to higher organizational management. The Contractor shall apply program knowledge for developing and coordinating responses to taskers in response to internal and external program inquiries.
  • Knowledge of development and test activities required to support warfighter Urgent Operational Needs (UON) and Joint Urgent Operational Needs (JUON). The Contractor shall assist in supporting UON execution teams by providing special knowledge to assist in recommending accelerated test concepts, minimum levels of integration required to satisfy operational need, and trade-offs among risk, schedule, performance, and cost.
  • Assist in producing or reviewing products for program offices use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans.
  • Assist in supporting the program office during Materiel Solution Analysis (MSA), Technology Maturation and Risk Reduction (TMRR), Engineering and Manufacturing Development (EMD), Production and Deployment, and Operations and Support (O&S) phases, to include all milestone activities. When requested, the Contractor shall assist in supporting the program office in the specific areas as follows:
  • Assist in performing MSAs leading up to design reviews. The Contractor shall assist in producing or supporting the development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule and performance.
  • Assist in providing support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.
  • Shall assist in developing, analyzing, and maintaining a master integrated program schedule from concept exploration to fielding a system. The Contractor shall assist in employing networking software tools and capabilities to support lower tier schedule networking, network statusing, generation of network graphics, assignment of realistic durations and relationships to network elements. The Contractor shall assist in evaluating weapon system contractor-proposed schedules against Government schedules, assessing Government program office schedules against schedule databases and conducting probabilistic and deterministic risk assessments on both Contractor and Government schedules by performing a Schedule Risk Assessment (SRA) using Monte Carlo simulation-based software. The Contractor shall assist in utilizing various types of scheduling software and integrate weapon system contractor and Government schedule data with the F/B Directorate's schedule databases.
  • Assist in developing program management strategies to include recommending, initiating, reviewing, developing and implementing activities to accomplish Business Case Analysis (BCA), Cost of Ownership analysis (COO), aging aircraft analysis, process documentation, PWSs, Statement of Work (SOWs), Data Item Descriptions (DIDs), test plans, acquisition plans, Life Cycle Management Plans (LCMPs), Life Cycle Sustainment Plans (LCSPs) Engine Life Management Plans (ELMPs), Quality Assurance Surveillance Plans (QASPs), Acquisition Strategy Panels (ASPs), IMPs, IMSs, Aircraft Information Programs (AIPs), and Aircraft Information Management Plans (AIMPs).
  • Support the development of contract strategies, Work Breakdown Structures (WBSs) and the completion of program risk assessments to document issues impinging on milestone execution. The Contractor shall provide support in developing market survey requirements. The Contractor shall support the development of executive briefings, scheduling and coordinating through appropriate USAF and Government stakeholders. The Contractor shall assist in updating the briefings and documenting meeting minutes.
  • Assist in performing analyses to support program strategy decisions and courses of action. The Contractor shall assist in providing program assessments for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. The Contractor shall assist in providing inputs, drafting, coordinating (with the appropriate F/B Directorate divisions and other Government agencies), adjudicating comments, and producing final versions of coordinated milestone documents and assessments. The Contractor shall assist in developing and collecting technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.
  • Support the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process and staffing.
  • Assist in translating user requirements documents such as the Capability Development Document (CDD)/Capability Production Document (CPD) and CONOPs into Request for Proposal (RFP) documentation for the F/B Directorate.
  • Support key acquisition events and reviews as needed, such as: System Requirements Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Test Readiness Reviews (TRRs), Technical Coordination Meetings (TCMs), Functional Configuration Audits (FCAs), Physical Configuration Audits (PCAs), Production Readiness Reviews (PRRs), Technical Interchange Meetings (TIMs), and others as applicable.
  • Assist with the application of program management initiatives to include purchasing commercial items such as Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Federal Aviation Administration (FAA) certified items. The Contractor shall assist with commercial practices such as Performance Based Business Environment (PBBE), Evolutionary Acquisition (EA), Agile Acquisition (AA), JCIDS, CONOPS, partnering, architectural views, and Capabilities Review and Risk Assessment (CRRA).
  • Assist with the Automated Business Services System (ABSS), the System Management Analysis Reporting Tool (SMART), and Integrated Budget Documentation and Execution System (IDECS). The Contractor shall assist with producing documents utilizing IDECS.
  • Assist in supporting DAG processes including but not limited to: Monthly Acquisition Reports (MARs), Defense Acquisition Executive Summary (DAES), Selected Acquisition Reports (SARs) and the Task Management Tool (TMT).
  • Assist in providing technical support through planning, coordinating, and participating in integrated program reviews and conferences, including, but not limited to, the following: executive, readiness, technical, budget, design, weapon system, requirement working groups, supportability, and management reviews. The Contractor shall assist in the review and analysis of weapon system prime and subcontractor's Earned Value Management (EVM) systems. The Contractor shall assist in supporting the management of the action item process following each review. The Contractor shall support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed.
  • Provide support to process and complete Modification Proposal AF Form 1067 activities. This effort includes assisting with logging, assigning review responsibilities, tracking completions, providing responses to the using command, and archiving results. The Contractor shall assist in providing programmatic support for the using commands' Requirements and Planning Councils (R&PC) or similar requirements review processes.
  • Support various program actions to include implementation of policies, processes, and tools for Capability Planning and Development. The Contractor shall assist capabilities managers in arranging and supporting High Powered Teams (HPTs) for capabilities development. The Contractor shall develop and implement capability based planning processes for AFMC. The Contractor shall support AFMC's Capabilities Integration Panel Resources to include financial and manpower resources. The Contractor shall assist in reviewing capability requirements and option sets (architecture-based) to ensure the necessary interoperability and appropriate linkages to other capabilities.
  • Assist in communicating with multiple platforms, programs, and phases as well as across multiple enterprises while assisting in integration of intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition.
  • Advise in establishing a capability architect function to ensure integrated architectures are developed and used as a standard vehicle for cross-enterprise comparison, analysis and integration. The Contractor shall assist in identifying and advocating to various levels of management AF Operational Support (OS) capability requirements. The Contractor shall support OS transformation via capability-based planning, modernization initiatives and process engineering. The Contractor shall support early and pervasive integration of intelligence in force modernization efforts, from concept development through sustainment.
  • Assist in promoting the use of Modeling Simulation and Analysis (MS&A) throughout the acquisition life cycle process and foster the development and maintenance of common use MS&A tools useful to the divisions/groups/industry. The Contractor shall support command leadership and policy for modeling, simulation, and analysis to enable capability-based planning and acquisition. The Contractor shall assist in accessing modeling databases and perform specific analysis.
  • Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities (including System of Systems and Families of Systems), systems, subsystems, and equipment.
  • Support to the Directorate/Division Self-Inspection Program (SIP). Duties include, but are not limited to, assisting in preparing for SIP inspection, distributing checklist information to the Points of Contact (POCs), developing and maintaining a checklist tracking and reporting system, monitoring checklist completion status, and recommending corrective actions.
  • Provide assistance with preparing, maintaining, updating, and reviewing the full range of test and test-related documentation to include the Test and Evaluation Master Plan (TEMP), Integrated System Test Plan, Integrated Test Team (ITT) Charter, Program Introduction Document (PID), Statement of Capabilities (SOC) and all other test plans and reports as required. The Contractor shall assist in reviewing documentation for adequacy, specification/ performance requirement compliance, conformity with mandatory guidance, and provide recommendations to the Government as necessary for improvement.
  • Assist in recommending, assessing, and analyzing requirements and objectives, test and evaluation concepts, strategies, and plans. The Contractor shall assist in coordinating the acceptance test procedures for the delivered items and associated plans to include coordination of testing requirements with program office customers, contractors, and other agencies that have standardization requirements for test programs.
  • Assist in independently applying/demonstrating proficiency in various project/program initiatives. The Contractor shall assist in investigating, analyzing, planning, designing, developing, implementing, or evaluating solutions for project/program efforts. The Contractor shall assist in providing expert-level issue resolution and recommendation support to achieve desired program outcomes and have specialized expertise to include the following functional areas: program management, logistics, maintenance, supply, financial management, test, security management, information management, and contracting.
  • Assist in building and maintaining business relationships between the program office, supporting Government offices, other contractors, USAF AFMC, AFLCMC, AFRL, Air Combat Command (ACC), AFGSC, and higher headquarters' mid-to upper-level staff, to support the F/B Capability Plans and Programs for the various platforms.
  • Participate in and represent the interests of the F/B portfolio of programs in the Service Core Function process. The Contractor shall assist in building business relationships and perform activities necessary to influence science and technology investment decisions favorable to the F/B portfolio of programs. The Contractor shall assist in performing other related duties associated with F/B capability planning.
  • Possess USAF MAJCOM expertise, ideally at the HQ USAF, HQ ACC, or HQ AFGSC level, as a background for understanding broad user war fighter requirements. The Contractor shall assist with the analysis of war fighter requirements with ACC and AFGSC and serve as key advisor to Capability Planning leadership on mission critical capability needs.
  • Assist in preparing and reviewing pertinent data, coordinating with applicable managers, and finalizing related documentation/information for verbal and visual presentation of the plan status at meetings as required. These meetings shall include, but are not limited to, IPT meetings, Program Management Reviews (PMRs), TIMs, working groups, and conferences in support of the F/B portfolio.
  • Support analytic identification of needs and development of requirements for potential materiel solutions. The Contractor shall assist with the initiation of high confidence acquisition programs via early systems engineering, early test and evaluation strategy development, technology and manufacturing maturity, assessments of life-cycle analyses, lifecycle cost estimates, and early acquisition intelligence engagement.
  • Assist in identifying and solving problems and aid in the influence of science and technology investment decisions. The Contractor shall assist in developing and executing a collaborative process bridging warfighter-identified capability needs to plan for acquisition of materiel solutions. The Contractor shall support the trade-space evaluation of emerging capability needs, including system-of-systems assessments. The Contractor shall assist in identifying and assessing technology maturity and risk drivers and incorporate comprehensive life-cycle planning to include pre-concept through disposal in support of future program technical needs.
  • Assist in applying expertise of the acquisition process and all areas relating to acquisition policy matters, including acquisition streamlining, integrated weapon systems management, manning, best practices and lessons learned, to assigned projects.
  • Support and conduct studies and analysis of tradeoffs for incorporation of potential capabilities in future platform capabilities.
  • Act as the F/B Directorate Unit Control Center Chief for emergency response, exercises, and other surge activities. The Contractor shall assist in ensuring that PEG and directorate leadership is kept apprised of workload assignments, resolutions and other time sensitive communications/events. The Contractor shall assist in receiving, preparing, submitting and maintaining official records of documentation and communications. These activities may be performed as part of an exercise for training purposes or in the event of a real world contingency.
  • Assist in developing and maintaining the F/B Directorate Continuity of Operations Plan (COOP) and shall assist in leading the F/B Directorate participation in the AFLCMC COOP and execution.
  • Assist in managing the F/B Directorate SIP. The Contractor shall assist in identifying and tracking deficiencies during the annual SIP cycle and keep leadership informed as items are closed-out and in preparation for the SIP out-brief meeting. The Contractor shall assist in utilizing the Management Internal Control Toolset (MICT) and assist in identifying new and/or recently updated SIP checklists for division use as required. The Contractor shall assist divisions with checklist completion, deficiency tracking, training, and other SIP-related issues. The Contractor shall hold meetings as required with unit SIP monitors and conduct F/B Directorate SIP training.
