About the Role
GoldenTech is seeking an experienced Proposal and Technical Writer to join our growing team. In this role, you will play a critical part in driving business development and contract wins by producing compelling, compliant, and polished proposals in response to federal government solicitations. You will work closely with our business development, capture, and subject matter expert teams to craft responses that effectively communicate our capabilities and win business.
Key Responsibilities
Lead and support the writing, editing, and formatting of proposals in response to RFIs, Sources Sought notices, RFPs, and other federal solicitations across DoD, Intelligence Community, and civilian agency customers
Develop and maintain proposal templates, past performance narratives, capability statements, and corporate experience write-ups
Translate complex technical concepts and solutions into clear, persuasive proposal content tailored to evaluator criteria
Ensure all proposals are compliant with solicitation requirements, formatted correctly, and submitted on time
Support 8(a) sole source and small business competitive capture efforts including technical volumes, management approaches, and executive summaries
Coordinate with capture managers, pricing teams, and subject matter experts throughout the proposal lifecycle
Conduct research on agency priorities, incumbent contractors, and competitive landscape to strengthen proposal narratives
Maintain and organize a proposal library including reusable content, boilerplate language, and lessons learned
Required Qualifications
5+ years of proposal writing experience in federal government contracting
Demonstrated experience responding to DoD and/or federal civilian agency solicitations
Strong understanding of the federal acquisition process including FAR, RFP structures, and evaluation criteria
Experience supporting 8(a) sole source and small business competitive proposals
Excellent writing, editing, and proofreading skills with exceptional attention to detail
Ability to manage multiple deadlines simultaneously in a fast-paced environment
Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel)
Preferred Qualifications
Experience with Shipley or similar proposal development methodology
Familiarity with GovWin, SAM.gov, FPDS, and beta.SAM.gov
Experience using AI-assisted writing tools and proposal automation platforms
Knowledge of federal IT, cybersecurity, and DoD program environments
APMP Foundation or Professional certification
Experience supporting IDIQ task order proposals on vehicles such as GSA STARS III, OASIS+, or SeaPort-NXG
