Job Description
- Establish and/or review, interpret, revise and implement command-wide standard and nonstandard equipment and materiel policies, procedures, and applications.
- Review and analyze change requests for accuracy, impacts, integration with existing and proposed programs, and the relationship with authorization documents to identify impacts to existing personnel or funding mission needs prior to acquisition.
- Prepare annual and multi-year procurements and sustainment cost estimates and justifications to include a complete explanation of the need for items and ensures that allowances are to meet a continuing requirement.
- Provide support and assistance to USASOC, USSOCOM, U.S. Army, and TRADOC equipment reviews and surveys of assigned commodity units organized under Table of Distribution and Allowances and/or SOF-peculiar Basis of Issue-Authorizations.
- Maintains liaison between command-wide users and professional agencies within Department of Defense (DoD) and/or contractors to remain cognizant of activities to develop and test state-of-the-art equipment and materiel.
- Integrates command-wide user points of contacts (POCs) to evaluate and initiate action on NET and equipment fielding directives, actions and activities.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Directing force modernization program objectives, administrative operations, and critical work processes to align strategic military goals with execution-level capabilities and rapidly resolve emerging program issues. 2) Managing the Planning, Programming, Budgeting, and Execution (PPBE) cycle to secure, allocate, and sustain lifecycle funding for critical equipment procurement and modernization requirements. 3) Formulating command position on Basis of Issue Plans (BOIPs) and BOI-As representing the command to ensure the accuracy and adequacy of equipment and materiel requirements and authorizations conducted by higher headquarters. 4) Administering command-wide new equipment training (NET), and equipment fielding activities. 5) Maintaining liaison between agencies to remain cognizant of activities to develop and test state of art equipment and material. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
