Job Description



  • Develops comprehensive, realistic cost plans-incorporating labor, material, and operational costs-for new and existing manufacturing and remanufacturing workloads.
  • Monitors program execution against established cost plans using real-time shop floor reports and system data.
  • Leads Program Management Teams (PMT) through structured risk assessments, including Strengths and Weaknesses analyses.
  • Facilitates recurring In-Progress Reviews to evaluate interpreted program data, ensuring timely completion of corrective actions and successful program close-out.





  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify for this position, you must demonstrate at least one year of specialized experience equivalent to the GS-09 level in the Federal service performing the following duties: 1) Develops comprehensive, realistic cost plans-incorporating labor, material, and operational costs-for new and existing manufacturing and remanufacturing workloads; 2) Monitors program execution against established cost plans using real-time shop floor reports and system data; 3) Leads Program Management Teams (PMT) through structured risk assessments, including Strengths and Weaknesses analyses; 4) Facilitates recurring In-Progress Reviews to evaluate interpreted program data, ensuring timely completion of corrective actions and successful program close-out.

OR

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
