MTSI is currently seeking to hire a Contractor Special Access Program Security Officer (CSSO) / Contractor Special Security Officer (CSSO) / Site Security Manager to join our security team in Huntsville, Alabama.
Position Overview
The Contractor Special Access Program Security Officer (CSSO) / Contractor Special Security Officer (CSSO) / Site Security Manager is responsible for the full lifecycle management, execution, and oversight of all security disciplines supporting Special Access Programs (SAP), Sensitive Compartmented Information (SCI), and collateral classified activities. This role provides subject matter expertise across personnel, physical, information, and industrial security, ensuring full compliance with U.S. Government security directives, ICD standards, DoD manuals, and corporate policies. The position requires deep technical knowledge, strong leadership, exceptional attention to detail, and the ability to interface effectively with senior government, military, and contractor stakeholders to safeguard national security information.

Position Overview

Responsibilities:
Program & Regulatory Security Compliance
- Ensure full compliance with DoDM 5205.07 (SAP Security), DoDM 5105.21 (SCI), ICD/ICS 705, ICD 704, DNI directives, 32 CFR Part 117 (NISPOM), SEAD policies, and all applicable government and corporate security requirements.
- Develop, implement, and maintain SAP, SCI, and collateral security policies, procedures, and standard operating instructions.
- Serve as the primary interface with all Cognizant Authorities including SAPCO, PSM, PSO, GAM, CAM, DCSA, and government customer security offices.
- Lead and document annual self-inspections, audits, and corrective action plans; support external agency inspections/assessments.
- Develop, maintain, and submit for endorsement all program protection implementation plans on an annual basis to ensure compliance with DoDI 5000.83.
Facility & Physical Security (SAPF/SCIF/Secure Areas)
- Oversee all SAPF/SCIF construction, modifications, and accreditation activities in accordance with ICD/ICS 705 Technical Specifications.
- Develop Construction Security Plans (CSPs), perform site inspections, and coordinate with contractors, architects, and engineers to ensure compliance throughout all construction phases.
- Prepare accreditation documentation including Fixed Facility Checklists (FFCs) and security design packages.
- Manage daily facility operations including access control, intrusion detection systems, badging, keying, alarm monitoring, and escorting of uncleared personnel.
Personnel Security (PERSEC)
- Process and track Program Access Requests (PARs), security clearances, nominations, SCI/SAP indoctrinations, and debriefings.
- Maintain JADE, DISS, NBIS, NISS, and other personnel security systems with accurate, timely updates.
- Oversee visit authorizations, foreign travel reporting, SEAD 3 reporting, and personnel vetting requirements.
- Maintain and protect personnel security files and associated records.
Classified Material, Document Control & Asset Management
- Manage all classified material handling, receipt, storage, transmission, accountability, and destruction.
- Oversee GSA containers, locks, COMSEC (as assigned), and secure storage assets.
- Conduct annual inventories and maintain accountability logs and databases.
- Ensure compliance with DD Form 254 requirements and Security Classification Guides (SCGs).
Security Operations, Incident Response & Investigations
- Lead security incident inquiries, document findings, and coordinate with appropriate authorities on suspected or confirmed security violations.
- Support cybersecurity and ISSM teams to ensure synchronized protection of information systems within SAP/SCI environments.
- Respond to data calls, manage government-furnished equipment (GFE), and maintain all program security documentation.
Security Education, Training & Awareness (SETA)
- Assist FSO in developing and delivering initial, annual, and situational security training for SAP, SCI, and collateral personnel.
- Conduct counterintelligence, OPSEC, and program-specific training as required.
- Ensure training records and compliance documentation are maintained.
Leadership, Communication & Cross-Functional Support
- Provide expert guidance to employees, program managers, technical teams, and senior leadership on all security matters.
- Mentor junior security personnel and contribute to organizational security professional development programs.
- Collaborate across functional teams to ensure security requirements are understood and implemented effectively.
- Represent the security organization in high-level meetings, briefings, and customer engagements.implemented effectively.
- Support enterprise-wide initiatives led by the Chief Security Officer (CSO), Chief Information Security Officer (CISO), and Director of Corporate Security (DCS).
Required Experience:
Bachelor's degree with a minimum 5 years of DoD, IC, SAP, or SCI program security experience with 5 years hands-on in SAP environments.
Required Clearance:
Active Top Secret clearance with SCI eligibility.
Required Qualificaitons:
- Strong working knowledge of SAP/SCI security policies (ICD 705, DoDM 5205.07, and DoDM
- 5105.21) and related security management systems (JADE and DISS).
- Proficiency with Microsoft Office, SharePoint, Adobe, and familiarity with security databases such as NBIS, NISS, and SIMS.
- Proven ability to manage SAPF/SCIF accreditation, facility security requirements, and ICD 705 processes.
- Exceptional organization skills and a high degree of attention to detail are required.
- Demonstrated integrity, sound judgment, and the ability to work independently in high security environments.
- Proven reliability, integrity, and trustworthiness.
Desired Skills
- Experience with SEAD 3/4, SIMS database, SWFT fingerprinting experience, Export Control/ITAR,
- NBIS/eApp workflows, and COMSEC.
- Knowledge of 32 CFR 117 (NISPOM), industrial security, and government contract security requirements.
- Experience with cross-functional collaboration (Security, HR, Finance, Contracting, BD).
