We are seeking a part-time Pharmacy Subject Matter Expert (SME) to provide pharmacy operations, pharmacy informatics, and medication safety expertise for a VA healthcare application upgrade involving electronic prescription processing and workflow changes across legacy and modern application components. This role provides clinical and business guidance to the project team; it is not a hands-on development, project management, or training-authoring position. The Pharmacy SME will help validate requirements, review workflow and message-processing impacts, support IOC/UAT/SQA activities, and ensure release decisions account for pharmacist workflow, patient safety, data integrity, and operational continuity.

DUTIES AND RESPONSIBILITIES:

·        Provide pharmacy SME guidance on prescription-processing workflows, medication order data, drug file/content dependencies, clinical decision support considerations, and operational impacts.

·        Review requirements, workflow descriptions, message-handling use cases, design updates, and release impacts for clinical accuracy and alignment with pharmacy operations.

·        Support analysis of existing and modified electronic prescription workflows across MUMPS/VistA and Java application components, including routing, matching, acknowledgments, exception handling, and rejection/error scenarios.

·        Provide SME review of NCPDP Script Standard message requirements, transaction types, field usage, acknowledgments, error/reject handling, and downstream pharmacy workflow impacts.

·        Define and validate representative pharmacy scenarios, acceptance criteria, expected outcomes, and business rules to support Initial Operating Capability, User Acceptance Testing, and Software Quality Assurance activities.

·        Review test cases, test results, defects, and release candidates to assess pharmacy business impact, workflow integrity, patient-safety implications, and operational readiness.

·        Participate in defect triage, risk discussions, and go/no-go readiness reviews from a pharmacy perspective, emphasizing patient safety, data integrity, standards compliance, and continuity of pharmacy operations.

·        Provide pharmacy-content review for release artifacts owned by other roles, such as Version Description Documents, Release Notes, user-facing guidance, implementation/deployment materials, technical documentation, and training content.

·        Support stakeholder discussions with VA pharmacy, PBM, sustainment, testing, development, release, security, and operations teams to resolve clinical and business questions related to the upgrade.

·        Identify downstream impacts to pharmacists, pharmacy technicians, beneficiaries, formulary/drug data, clinical alerts, order checking, prescription status, and transaction workflows.

·        Document SME recommendations, assumptions, decisions, risks, issues, and unresolved clinical/business questions in a clear and actionable manner.

KNOWLEDGE AND SKILLS REQUIRED:

·        10+ years of pharmacy practice, pharmacy informatics, medication-use systems, or healthcare IT subject matter expert experience.

·        Pharmacist credential such as RPh or PharmD, with current or prior clinical pharmacy practice experience.

·        Strong understanding of pharmacy operations, prescription processing, medication safety, drug data, formulary concepts, clinical decision support, and pharmacist workflow.

·        Experience translating pharmacy business needs into software requirements, acceptance criteria, test scenarios, workflow guidance, or release-readiness input.

·        Experience supporting enterprise healthcare applications, electronic prescription processing, medication order workflows, or EHR-integrated pharmacy systems.

·        Working knowledge of the NCPDP Script Standard and its application to electronic prescribing workflows, message processing, acknowledgments, change/refill-related workflows, and rejection scenarios.

·        Ability to review functional designs, test cases, defects, release notes, and user-facing materials for clinical and operational accuracy.

·        Ability to support IOC, UAT, SQA, defect triage, release readiness, and post-release validation activities from a pharmacy SME perspective.

·        Ability to communicate clearly with pharmacists, business stakeholders, developers, testers, project managers, cybersecurity, operations, and Government customers.

·        Strong analytical, documentation, facilitation, problem-solving, and cross-functional collaboration skills.

KNOWLEDGE AND SKILLS DESIRED:

·        Experience supporting VA, Federal healthcare, PBM, CMOP/mail-order pharmacy, or other large-scale healthcare pharmacy environments is highly desirable.

·        Familiarity with VA pharmacy systems, VistA, Oracle Health or comparable EHR pharmacy modules, and electronic prescribing workflows is a plus.

·        Experience with national drug file/content management, formulary alignment, drug data interoperability, medication order checking, clinical alerts, or drug interaction/dosing logic is beneficial.

·        Familiarity with healthcare interoperability, prescription transaction standards, external certification dependencies, or regulated pharmacy technology environments is helpful; experience supporting NCPDP Script Standard implementations, upgrades, certification activities, or compliance reviews is preferred.

·        Experience serving as a part-time or advisory SME on software modernization, standards upgrade, testing, release, or sustainment efforts is preferred.

EDUCATION:

·        Bachelor of Pharmacy, PharmD, or equivalent pharmacy credential; equivalent specialized pharmacy informatics or healthcare IT experience may be considered.

CLEARANCE: 

·        Must be able to obtain and maintain a Public Trust clearance.
