Duties and Responsibilities


  • Comply with the latest revision of COMUSFLTFORCOMINST 4790.3(series) (Joint Forces Maintenance Manual), Fleet Desk Guide (FDG), MARMC/CNRMC policies, instructions, Standard Operating Procedures (SOPs), Memorandums of Record (MOR), General Specifications for Overhaul of Surface Ships (GSO), ship and craft selected records, and other publications associated maintenance, testing, logistics and configuration management.

  • Provide integration of efforts across designated individuals and groups to plan ship repair and alteration tasks and projects.

  • Ensure timely, concise, and accurate technical and business rule deliverables in accordance with MARMC Instructions, notices, and SOPs for effective planning and execution.

  • Integrate and maintain the use of automated data processing systems and various other software programs mandated for tracking, preparation, and reporting of all phases of ship repair and modernization deliverables in accordance with the Fleet Desk Guide (FDG).

  • Manage Specification Work Packages that includes: printing Automated Work Requests (AWRs), assembling Work Notifications (WNs), providing lessons learned, interpreting and verifying Statement of Work (SOW) & E-specifications, performing Field & Ship checks, performing technical reviews of Condition Found Reports (CFRs) & Request for Contract Changes (RCCs), providing notional execution Gantt Chart Plan of Plan of Action and Milestones (POA&Ms), assisting the Program Manager (PM) and Class Team Lead (CTL) in developing work packages, assist the scheduling SME, maintain and manage records, conduct data research for instructional development and metrics, assist with tracking and developing solutions to root causes and planning issues, and assist the PM & CTL with preparing and executing briefings, conferences, meetings and working groups.

  • Perform Specification Writing that includes: receiving work tasking for the planning & execution of repairs/alterations, reviewing for missing data, errors and accuracy, providing corrections, develop planner notes and estimates, draft Engineering Service Requests, review the TDMIS database for applicable Test Procedures, draft and revise draft SOWs, maintain Customer Order Acceptance Record codes, review, identify, and report each SOW or E-specification where testing requirements must be accomplished.

  • Develop bills of material from requirements, initiate, receive, retain, file, track, and report material Cost and Availability (C&A) quotes from vendors, identify long lead time materials, track and report completion status, contractor discrepancies, and incomplete work to PM or CTL, and pull material availability reports from expeditors.

  • Develop estimates of man-hour, labor costs, and material returns, assist with the collection of metrics and data to aid MARMC Waterfront Operations in their development of Class A, C, D, F, and X cost estimates, estimate premium/acceleration and/or delay and disruption costs for labor and material for prime contractors and subcontractors.

  • Accomplish Work Specification Review (WSR) for assigned SOWs, E-specifications, and Navy Maintenance Database (NMD) templates.

  • Perform on-site inspections, compare contractor production schedules and Gantt Schedules to observed physical progress, report findings to the designated PM, assist the designated PM and CTL with monitoring, reporting and managing Code 300 Product Verification Inspection (PVI) duties, maintain records and visual aids to reflect the status of planned and in-progress jobs.

  • Assist management with the development and issuance of Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), command instructions, and SOPs.

  • Execute Regional Maintenance and Modernization Coordination Office (RMMCO) duties to include: verifying alterations/Ship Changes that are installed by Alteration Installation Teams are properly approved and integrated into the shipboard maintenance plan, confirming Quality Assurance (QA) Workbook requirements, test plans, crew training, and logistics deliverables are reviewed and compliant, conducting instructional briefs to Maintenance Team and ship's force on policies and procedures, coordinate with RMMCO webmaster to provide administrative and technical assistance for the modernization program, provide RMMCO technical services for the management and distribution of waterfront modernization alteration-related data/information for execution and the completion of ship overhaul availability, providing data/metrics analysis and shipboard installation discrepancies, providing administrative support for briefings, process improvements, meeting agendas, modernization and communication initiatives, and training, and assist the Program Manager with briefings, meetings and RMMCO initiatives.



Knowledge and Qualifications


  • High School Diploma or equivalent

  • Eight (8) years of full-time hands-on technical experience in the installation, testing, troubleshooting fault isolation, repair, assembling, overhaul, modification, operation, and maintenance of shipboard systems/equipment.

  • Demonstrate a working knowledge of Naval equipment; activity missions; chain of command structure; modernization and operations; other commands (i.e., FLEET, Type Commanders ((TYCOMs)), NAVSEA, and ISEAs); and Joint Fleet Maintenance Manual (JFMM) and NMP-MOM requirements and milestones.

  • Knowledge of interpreting detailed specifications, alteration requirements, and other government forms supplying integral data for shipboard modernization.

  • Ability to utilize computers including the Microsoft Office Suite for reviewing and compiling information for data entry and transferring files and electronic/digital scans.

  • Demonstrate experience in maintaining, organizing, tracking status, and prioritization of engineering documents (both physical and electronic records).

  • United States Citizen

  • Active Secret Clearance.

  • U.S. Navy Veteran is a significant plus



Physical requirements for efficient navigation aboard US Navy ships


  • Contractors under the Production Department (C900) must possess the physical stamina to walk continuously for extended periods of time without experiencing significant fatigue. This includes traversing across inclined or uneven surfaces, through/into crowded/confined areas/spaces, up and down ladders/stairs, and in areas of varying environmental qualities.

  • Contractors under the Production Department (C900) must possess adequate upper and lower-body strength necessary to climb ladders, stairs, and ramps. The contractor should possess the physical strength, agility, endurance, and mental constitution required to work aloft (as required). This may require the contractor perform work over the side of a ship's hull, on the mast, or in areas on the superstructure and at a height that requires the use of a safety harness. This upper and lower body strength and endurance should also be sufficient for the contractor to hand-carry necessary tools, parts, materials, and equipment through narrow passageways, up and down ladders, and into/out of confined spaces.
