Job Description

Public Health Manager

This position requires the ability to obtain and maintain a U.S. Government Moderate Risk Public Trust (MRPT).

As required by our governmental client, this position requires being a U.S. Citizen.

The Public Health Manager supports the Department of State Diplomatic Platform Support Services program by providing comprehensive public health oversight for U.S. Embassy operations and associated facilities in Iraq. This position is responsible for managing public health surveillance programs, food safety inspections, disease prevention initiatives, environmental health monitoring, and occupational health reporting to ensure compliance with U.S. Government standards while protecting the health and safety of deployed personnel.

Estimated Starting Salary Range for Public Health Manager: Pay commensurate with experience.

Public Health Manager Responsibilities Include:
  • Manage public health programs, surveillance systems, healthcare planning initiatives, and statistical analysis supporting Department of State operations.
  • Monitor, investigate, and report infectious disease incidents, trends, and outcomes across assigned facilities.
  • Provide public health oversight for food service operations, public facilities, Meals Ready-to-Eat (MREs), incoming food shipments, and food facility vulnerability assessments.
  • Conduct food safety inspections and ensure compliance with the U.S. FDA Food Code.
  • Investigate foodborne illness outbreaks and provide technical guidance and recommendations to contractors and stakeholders.
  • Monitor occupational injuries, bloodborne pathogen exposures, patient tracing activities, and communicable disease trends, including influenza-like illnesses.
  • Publish summertime heat index alerts three times daily to support workforce safety.
  • Develop and implement disease prevention programs, needle stick exposure protocols, health education initiatives, and other preventive health services.
  • Inspect potable water systems and ensure compliance with U.S. EPA primary and secondary drinking water standards.
  • Plan and direct epidemiological studies related to human or animal diseases, preventive measures, and treatment methodologies.
  • Design, manage, and evaluate research protocols, sample selection, data collection, and statistical analysis.
  • Investigate disease transmission, risk factors, life cycles, and parasitic diseases affecting public health.
  • Conduct research to develop methodologies, procedures, and instrumentation for medical and public health applications.
  • Analyze public health issues related to foodborne diseases and provide recommendations supporting policy development and scientific research.
  • Identify emerging public health risks and recommend process improvements to customers and program leadership.
  • Serve as a technical subject matter expert within the public health discipline.
  • May provide limited supervision, including daily task oversight, timecard verification, scheduling coordination, mentoring, and performance input for assigned personnel.
  • Serve as the primary customer point of contact for assigned public health initiatives when designated.

Public Health Manager Experience, Education, Skills, Abilities Requested:

Education:
  • Bachelor's degree in public health, Environmental Health, Epidemiology, Biological Sciences, or a related discipline, or an equivalent combination of education and experience.

Certifications:
  • Current ServSafe Certification required.
  • Additional public health or environmental health certifications are preferred.

Experience:
  • Typically requires 10-15 years of progressively responsible public health experience.
  • Experience with food inspections utilizing the U.S. FDA Food Code.
  • Experience inspecting potable water systems and applying U.S. EPA drinking water standards.
  • Laboratory experience involving food and water testing is preferred.
  • Experience conducting disease surveillance, outbreak investigations, and epidemiological research.
  • Previous experience supporting overseas government, military, or contingency operations is highly desirable.

Knowledge & Skills:
  • Extensive knowledge of infectious disease surveillance and outbreak response.
  • Strong understanding of environmental health, food safety, sanitation, and occupational health practices.
  • Experience performing statistical analysis and interpreting public health data.
  • Knowledge of public health regulations, disease prevention strategies, and environmental health standards.
  • Strong technical writing, reporting, and presentation skills.
  • Ability to serve as the recognized technical expert within the discipline.

Abilities:
  • Must be medically fit and willing to travel both CONUS and OCONUS.
  • Must be able to lift up to 50 pounds.
  • Must possess a valid U.S. Driver's License.
  • Must possess a valid U.S. Passport Book with at least 13 months of remaining validity and six blank visa pages.
  • Must be able to read, write, speak, and understand English fluently.
  • Must meet Department of State Fit-for-Duty requirements.
  • Must be able to obtain and maintain a U.S. Government Moderate Risk Public Trust (MRPT).
