Credence has an immediate opening for a Program Manager - B-2 Aircraft Installation at the principal level to support the B-2 Division who is responsible for the modernization, test, production, fielding and sustainment of B-2 aircraft and related systems. The B-2 is a high demand, low density fleet that is 20+ years old, is undergoing numerous concurrent acquisitions to solve obsolescence issues, and delivers critical aerial denial/anti-access and nuclear capabilities at WPAFB, OH, or Tinker AFB, OK.

Responsibilities include, but are not limited to the duties listed below:
  • Assist the B-2 Chief of Interoperability by supporting the B-2 SPO at all meetings and conferences relating to B-2 Modification Field Team support at Whiteman Air Force Base (WAFB), MO, including aircraft availability optimization meetings, integrated test team working groups, modernization reviews, wing scheduling meetings, integrated functional capability discussions, and health of the fleet discussions.
  • Act as the interface between the prime contractor and the Government on all issues pertaining to aircraft modernization installs.
  • Assist the interoperability team in monitoring and coordinating logistics for aircraft modernization installs at WAFB with the prime contractor and B-2 System Program Office production/modification integrated product team, logistics leads, and modification leads, including kit inspections, Time Compliance Technical Order (TCTO) verifications, installation progress reports, status updates, and cannibalization requests.
  • Assist in scheduling and coordinating depot field team repair and other modification actions at WAFB.
  • Assist the interoperability team in coordinating maintenance actions with the 509th Bomb Wing Maintenance Group and/or Operations Group, Air Force Global Strike A3/A4/A5, B-2 SPO, and prime weapon system contractor technical service office.
  • Assist the interoperability team in preparing and coordinating requests for depot assistance, including Air Force Technical Order (AFTO)-107, and MOAs.
  • Assist in managing and organizing resources and personnel to meet task objectives and explore new approaches as needed.
  • Independently contribute to project and program initiatives supporting the Government in delivering warfighting capabilities for B-1, B-2, and/or B-52 Bomber programs at WPAFB and TAFB.
  • Investigate, analyze, and develop solutions for project and program efforts while applying expertise to acquisition management across multiple domains, including logistics, cost estimation, and production.
  • Apply an understanding of current DoD and Air Force acquisition instructions and support acquisition program management of life cycle requirements.
  • Coordinate acquisition initiatives across geographically separated teams and assist the IPT Lead and Government CO in executing contracting efforts to meet critical program milestones.
  • Assist with the development and coordination of documentation, including MOAs/MOUs, SOOs, PWSs, SOWs, RFPs, UONs, ICDs, CDDs, CPDs, CFMPs, AOAs, sustainment metrics, technical reviews, life cycle cost documentation, and modeling and simulation materials.
  • Support consolidation of inputs from functional resources into common documents and assist in planning for program milestones.
  • Support the review of weapon system contractor proposals and provide a non-voting, advisory role for source selections on acquisition-related requirements.
  • Assist with acquisition-related milestone reviews, including Materiel Development Decisions, Milestones A/B/C, SRRs, PDRs, CDRs, and other applicable program reviews.
  • Provide support for risk management, project management, process improvement, logistics activities, TIMs, LCIT activities, IPT activities, and Product/Process Improvement Working Groups.
  • Assist in collecting and managing programmatic inputs for the acquisition and upgrades of applicable Bomber Division aircraft configurations.
  • Develop responses to internal and external program inquiries and communicate recommendations to higher management.
  • Assist in producing or reviewing products such as BCAs, trade-off studies, and written acquisition strategies.
  • Support the program office during all acquisition phases, including MSA, TMRR, EMD, Production and Deployment, and Operations and Support.
  • Assist in performing material solution analyses for design and milestone reviews, producing draft documentation, and preparing presentation materials as needed.
  • Support the development of acquisition and contract strategies, including WBSs, program risk assessments, and life cycle cost estimates.
  • Develop and deliver executive briefings and update data and documents as needed.
  • Assist in performing analyses to support program strategy decisions and ensure consistency across milestone documentation.
  • Provide input, coordinate with internal and external agencies, and produce final versions of coordinated milestone documents.
  • Assist in the development and review process for requirements documentation, including the JCIDS process.
  • Translate user requirements into RFP documentation for the applicable Bomber program and support AF Form 1067 activities, including technical solutions, risks, schedules, and cost estimates.
  • Assist in Division processes, including MARs, DAES, SARs, and SOCCER.
  • Provide technical support for integrated program reviews and conferences, including executive, readiness, technical, budget, and design reviews.
  • Analyze weapon system contractor EVM systems, manage action items, gather information, and prepare briefings.
  • Review and analyze Prime and subcontractor EVM performance, develop pre- and post-award documentation, and perform milestone planning, integrated master schedule analysis, and risk mitigation.
  • Assist in planning and managing critical aspects of system development, production, and deployment, including systems of systems, subsystems, and equipment management.
  • Apply logistics, acquisition, and financial data to support Bomber programs.
  • Participate in PPBE activities and provide recommendations on program budgets, including preparing documentation for the POM and CAM processes and identifying cost-reduction opportunities for weapon system Air Force Total Ownership Costs.
  • Support the design, development, integration, and fielding of software and hardware Integrated Functional Capabilities.




Education, Requirements and Qualifications:
  • Must have a Top-Secret clearance.
  • Master's or Doctoral Degree in a related field and a minimum of twenty (20) years of experience in the respective technical/professional discipline being performed, at least twelve (12) years of which must be in the DoD;
  • OR Bachelor's Degree in a related field and a minimum of twenty-five (25) years of experience in the respective technical/professional discipline being performed, at least fifteen (15) years of which must be in the DoD;
  • OR Minimum of thirty (30) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, at least twenty (20) years of which must be in the DoD.
  • Extensive knowledge of B-2 weapon system maintenance and test processes and schedules.
  • Minimum of fifteen (15) years of experience in the acquisition and management of aircraft weapons systems, or aircrew experience such as pilot, co-pilot, navigator, radar navigator, or electronic warfare officer, or aircraft maintainer experience such as crew chief.
  • Bachelor's degree required in a related field such as systems engineering, program management, or logistics; master's degree preferred.
  • Program management experience supporting or leading Acquisition Category (ACAT) I or ACAT II weapon system programs.
  • Experience in at least one modernization-related acquisition phase, including phases related to Milestone A, Milestone B, Milestone C, Low-Rate Initial Production, or Full-Rate Production.
  • Proficient in the standard Microsoft Office toolset, including MS Project and EVM tools.
  • Principal-level personnel shall possess Bomber aircrew subject matter expertise, including knowledge of the Bomber mission and systems and an understanding of applicable aircrew tasks, duties, aircraft systems, operations, tactics, and Crew Resource Management.
  • Principal-level personnel shall apply acquisition management and program management expertise to support development of multiple programs, full systems integration, affordable and executable manufacturing processes, systems installation, test and evaluation, production, and deployment.
  • Principal-level personnel shall be able to act as a co-IPT lead and conduct cross-organizational and cross-functional communication and briefings to gain stakeholder interest, involvement, and acceptance.
