Job Description
Dynamo Technologies LLC is seeking a Financial Manager Journeyman to support the C2ISR Division by providing comprehensive financial management support throughout the Planning, Programming, Budgeting, and Execution (PPBE) process. The successful candidate will provide financial analysis, budget planning, forecasting, execution tracking, and reporting in support of Air Force acquisition programs while ensuring compliance with applicable fiscal law, DoD financial regulations, and Air Force policies. This position requires experience supporting Defense Acquisition System programs, financial management processes, automated financial systems, and executive-level financial reporting.

Duties/ Responsibilities
Apply knowledge of financial management and accounting functions, processes, analytical methods, and techniques to gather, analyze, evaluate, and present information required by program managers, project managers, and customers.
Prepare program budgets, reports, and financial documentation.
Perform budget forecasting, variance identification and analysis, program and financial execution reporting and reviews, schedule analysis, and Earned Value Management (EVM) analysis.
Provide recommendations relating to budget, schedule, and Earned Value Management (EVM).
Apply knowledge of automated management information systems to perform fact-finding, analytical, and advisory functions.
Compile division-level financial information from multiple sources in support of financial metrics, management internal control programs, and routine reporting.
Assist with preparing and delivering budget and financial analyses, execution documentation, obligations and expenditure forecasting, and tracking data.
Assist with the development of program-specific funds management documentation.
Assist in the execution of automated models and control techniques to support funding, forecasting, programming, budgeting, and decision-making.
Prepare and develop financial input for Budget Execution Reviews (BERs), Integrated Baseline Reviews (IBRs), Milestone Decision Reviews, Monthly Activity Reports (MARs), Program Management Reviews (PMRs), and Risk Assessments.
Draft financial documentation for Procurement Documents, Research, Development, Test and Evaluation (RDT&E) documents, and Program Objective Memorandums (POMs).
Provide the status of approved, deferred, and released funds using organizational reporting formats.
Identify, prepare, and assist with correction of posting errors in financial records.
Draft Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), project orders, and other financial documents in accordance with Financial Management (FM) policies and regulations.
Generate, maintain, and document an independent audit trail to track, record, and report the status of funding documents for Government review and approval.
Generate and deliver quick-turnaround "what-if" funding drills and data retrieval analyses.
Maintain monthly Delivery Order Status Reports and Customer Usage Fee Check Reports.
Assist with validating sales reports, collecting and tracking revenue, developing sales and revenue projections, budget projections, revenue collection from contract vendors, processing travel orders, and generating financial metric reports.
Monitor, report, and maintain the reimbursable budget program.
Perform research and analysis for accounting-related issues using Comprehensive Resource Information System (CRIS), Wide Area Workflow (WAWF), Comprehensive Cost and Requirement System (CCaRS), and other online financial systems.
Maintain financial databases, input financial and contracting data, and generate ad hoc reports.
Required Skills/Abilities
Experience supporting Defense Acquisition System processes as a financial support analyst, including Urgent Capability Acquisition (UCA), Middle Tier Acquisition (MTA), Major Capability Acquisition (MCA), Software Acquisition, and Acquisition of Services.
Experience creating, collecting, and tracking data in support of Planning, Programming, Budgeting, and Execution (PPBE) activities in accordance with fiscal and appropriation law and policy.
Knowledge of financial management and accounting functions, processes, analytical methods, and techniques.
Experience preparing financial analyses, budget documentation, financial reports, and execution documentation.
Experience using automated management information systems and financial databases.
Proficiency with Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint.
Strong written and verbal communication skills.
Ability to work independently and as part of a collaborative team.
U.S. citizenship required
Nice to Have Skills
Holds a Defense Acquisition Workforce Improvement Act (DAWIA) certification as a Certified Defense Acquisition Professional in the Business Financial Management functional area; or
Credentialed as Defense Business Systems for Financial Managers (CBFM 003) through the Defense Acquisition University (DAU); or
Completed DAU courses BFM 2270, CLE 077, BFM 2730, and CBFM 003.
Education and Experience:
Bachelor's or master's degree in a related field and at least three (3) years of experience in the financial management discipline, three (3) years of which must be in the Department of Defense (DoD);
OR
In lieu of a degree, Seven (7) years of directly related experience with appropriate certifications, five (5) years of which must be in the Department of Defense (DoD).
