Position Title: Deputy Site Manager / Alternate Site Manager – DLA Warehousing and Distribution

EMPLOYMENT NOTE
• Full-time position contingent upon contract award. STi is actively identifying highly qualified, cleared candidates for proposal submission and post-award onboarding.
• Selected candidate will be identified as Key Personnel and may be required to sign a non-binding Letter of Intent for inclusion in STi’s proposal.
• Period of Performance: 1 April 2027 – 31 March 2032
• The anticipated transition period is 1 April 2027 – 30 June 2027, with full warehouse and distribution performance beginning 1 July 2027.

POSITION OVERVIEW
STi is seeking an experienced Deputy / Alternate Site Manager to support the management and execution of large-scale warehousing and distribution operations at DLA Distribution Hill, located at Hill Air Force Base, Utah.

The Alternate Site Manager will work closely with the Site Manager to supervise contractor personnel, coordinate daily operations, manage workload and resources, monitor performance, and maintain compliance with contract requirements. In the Site Manager’s absence, the Alternate Site Manager will have full authority to act for STi on all matters relating to contract performance.

DLA Distribution Hill supports the Ogden Air Logistics Complex, Air Force depot-level maintenance, F-35 sustainment, military units, installation customers, and worldwide distribution requirements. Operations include receiving, storage, inventory, issue, packaging, shipping, transportation, local delivery, material accountability, and specialized handling of military repair parts and secondary items.

The ideal candidate has hands-on leadership experience in a large military, Federal, depot, industrial, or commercial distribution environment and can move effectively between operational supervision, workforce leadership, performance management, Government coordination, and contract compliance.

PRIMARY DUTIES AND RESPONSIBILITIES
Responsibilities include:
• Support the Site Manager in planning, directing, coordinating, and supervising warehousing and distribution operations.
• Exercise full authority to act for the Contractor on all matters relating to contract performance in the absence of the Site Manager.
• Provide day-to-day leadership and supervision to managers, supervisors, team leads, and operational personnel.
• Help manage receiving, storage, inventory, stock readiness, Care of Supplies in Storage, stock selection, issue processing, packaging, shipping, transportation, and local delivery functions.
• Coordinate staffing, work schedules, shifts, equipment, facilities, and material-handling resources based on projected and changing workloads.
• Ensure work is scheduled and assigned to maximize personnel, equipment, warehouse space, and operational resources.
• Redirect personnel and resources to address workload surges, urgent requirements, backlogs, system outages, absences, mission changes, and unanticipated work.
• Coach and mentor supervisors and team leads to improve leadership, accountability, productivity, and operational consistency.
• Monitor work execution to prevent inefficient, wasteful, unsafe, or noncompliant methods.
• Ensure accurate and timely operational reports, staffing information, workload data, performance metrics, and management updates are provided.
• Monitor inventory accuracy, quality findings, productivity, delivery requirements, processing times, and contractual Acceptable Performance Levels.
• Support root-cause analysis and implementation of corrective and preventive actions when performance standards are not met.
• Ensure warehouse and distribution functions are performed in accordance with DLA Distribution standard operating procedures, contract requirements, internal controls, and audit-readiness requirements.
• Support end-to-end inventory accountability from truck arrival, off-load, receipt, and warehousing through inventory, selection, issue, and shipment.
• Ensure proper use of DLA Warehouse Management System or equivalent automated warehouse management systems and other Government logistics applications.
• Support Quality Control Plan execution, operational surveillance, documentation of deficiencies, corrective-action tracking, and performance improvement.
• Help ensure supervisors and employees are trained, qualified, and able to complete assigned tasks accurately, completely, safely, and on time.
• Promote risk management, internal controls, fraud-waste-abuse prevention, process discipline, and employee reporting of operational concerns.
• Coordinate with quality control, inventory, supply systems, transportation, safety, security, production, storage, maintenance, and administrative personnel.
• Support compliance with applicable DoD, DLA, Air Force, OSHA, security, safety, environmental, hazardous-material, and installation requirements.
• Participate in Government meetings, performance reviews, quality meetings, audits, inspections, transition activities, and operational planning sessions.
• Assist with transition planning, workforce onboarding, training validation, system access, operational readiness, and assumption of full contract performance.
• Maintain operational continuity during Site Manager absences and provide informed, timely decisions to contractor personnel and Government stakeholders.
The alternate site manager will be responsible for professional contract management, employee supervision, coaching and mentoring, resource utilization, timely reporting, efficient work methods, cost-saving measures, and quality controls.

MINIMUM QUALIFICATIONS
U.S. Citizenship required. Active Secret clearance required.
Candidates must meet one of the following experience pathways:
• Minimum of three years of experience in distribution management; or
• Minimum of seven years of management experience in distribution operations similar in size and complexity to a large military, Federal, depot, industrial, or commercial distribution center.
Additional requirements:
• Minimum of two years of experience using automated warehouse management systems within the past five years.
• Demonstrated knowledge and skills required to plan, control, manage, and successfully complete warehouse and distribution work.
• Experience supervising warehouse, distribution, logistics, transportation, inventory, supply, or material-handling personnel.
• Experience planning staffing, work schedules, workload priorities, equipment usage, and operational resources.
• Experience supporting receiving, storage, inventory, issue, packaging, shipping, transportation, or related distribution functions.
• Experience monitoring operational performance and implementing corrective actions.
• Experience working in a regulated, quality-controlled, audit-sensitive, or Government-accountable environment.
• Strong understanding of inventory accountability, internal controls, process compliance, and operational documentation.
• Excellent oral and written communication skills.
• Ability to assume full operational and contract-performance authority when the Site Manager is unavailable.
• Ability to work full-time on-site at Hill Air Force Base, Utah.
• Ability to obtain and maintain required installation access, DoD Common Access Card, Government system access, and position-specific eligibility.
• Ability to support shift, weekend, holiday, emergency, and on-call operations as required.

PREFERRED QUALIFICATIONS
• Prior DLA Distribution experience.
• Prior experience at DLA Distribution Hill, Hill Air Force Base, Ogden Air Logistics Complex, or another DoD distribution center.
• Experience serving as a deputy manager, assistant site manager, alternate program manager, operations manager, distribution manager, or warehouse manager.
• Experience assuming full management authority during the absence of a senior site or program leader.
• Experience with DLA Warehouse Management System, Distribution Standard System, or an equivalent DoD warehouse management system.
• Experience with ILS-S, EESOH-MIS, SAP, QLIK, Quality Management Tool, automated storage and retrieval systems, conveyors, or related logistics systems.
• Experience supporting Air Force depot maintenance, aircraft parts, engines, F-35 material, or weapon-system sustainment.
• Experience managing multiple shifts, high-priority requirements, emergency requisitions, weekend operations, or a 24-hour distribution environment.
• Experience supporting DLA audit sustainment, inventory accuracy, evidential matter, internal controls, or independent audits.
• Experience with hazardous, controlled, radioactive, shelf-life, classified, serialized, or high-value material.
• Experience supervising a union, Service Contract Labor Standards, or collectively bargained workforce.
• Lean, Six Sigma, continuous improvement, supply chain, logistics, project management, or quality certification.
• Bachelor’s degree in logistics, supply chain management, operations management, business administration, industrial management, or a related field.

WORK ENVIRONMENT
• Work will be performed on-site at DLA Distribution Hill at Hill Air Force Base, Utah.
• The position supports warehouse, industrial, administrative, open-storage, loading-dock, material-handling, and transportation environments.
• Operations may require multiple shifts, weekend or holiday coverage, emergency response, and on-call availability.
• DLA Distribution Hill historically processes workload 24 hours per day, seven days per week, although Government normal business hours are generally 7:00 a.m. to 3:30 p.m. Mountain Time on weekdays.
