Job Description
GovCIO is currently hiring for a Test Manager to oversee the testing strategy, planning, and execution across a portfolio of healthcare systems, ensuring compliance with regulatory standards and delivery of high-quality, secure, and reliable software. This role requires deep understanding of healthcare workflows, data privacy regulations (e.g., HIPAA), and interoperability standards. The Test Manager collaborates with cross-functional teams to ensure that all systems meet clinical, operational, and technical requirements. This is a fully remote US-based position with core hours of operation from Monday to Friday 8 AM to 5 PM ET.

The candidate will use technical expertise on IT products and will work with developers, end users, business partners and release managers to create test plans and test scripts, plan test events, track problems and reports on errors that are identified, and assist with the defect database.

Responsibilities
Lead a team of SQA testers supporting the product line. - Develop and manage the overall test strategy and test plans, including developing and tracking compliance metrics.
- Coordinate functional, regression, UAT, IOC testing.
- Prioritize test team activities based on project schedules and risk
- Monitor defect and bug reports and manage efforts to address defects in accordance with overall test strategy, while ensuring critical issues are resolved prior to release
- Report testing status, risks and quality metrics to leadership
- Collaborate with development teams, product owners and project managers to ensure quality throughout the software development lifecycle.
- Oversee test planning, execution, defect tracking, and reporting.
- Create reports necessary to brief senior management on test strategy progress
- Raises risks and issues identified in the test planning phase.
- Support creation of automated test plans for all impacted products as needed.
Qualifications
Master's degree with 10 years (or commensurate experience)
Required Skills and Experience
- Must have experience in the coordination and management of test events in accordance with approved test plans, procedures, and scripts.
- Must have knowledge and skills to ensure that test environments are set up accurately and with test data required.
- Must be able to create and track testing metrics as needed.
- Must have experience working in a SAFe/Agile environment.
- Must have experience working with Jira, GitHub, or similar ALM tools.
- Must have experience working on IT products, operating systems, software, systems, networks and/or specialized environments.
- Must have experience in writing or assisting in the development of test plans and test procedures.
- Experience testing Graphical User Interface (GUI) applications, Section 508 and Veterans Health Information Systems and Technology Architecture (VistA), and web-based programs
- Proficient with MS Office tools, along with SharePoint and Teams
- Experience using Jira in an Agile or SAFe environment
- Strong verbal and written communication skills
