Position: Technology / Requirements Analyst (SME)
Clearance: Secret
Program: Integrated Personnel and Pay System – Army (IPPS-A)
Location: Program office is in Ft. Belvoir, VA; Remote / Telework is possible
Type: Exempt, Full Time, Regular
Description: The Technology / Requirements Analyst (SME) will lead Agile planning, technology requirements development, and integration management within a Government Program Management Office (PMO). The Technology / Requirements Analyst (SME) is responsible for driving roadmap development, and facilitating requirements elicitation and decomposition (including user stories and associated acceptance criteria, and interfaces), ensuring alignment of technical solutions with mission outcomes. The Technology / Requirements Analyst (SME) will lead business process reengineering (BPR) efforts with stakeholders and end users, ensuring that use cases, user stories, and features are clearly defined, feasible, and traceable. The Technology / Requirements Analyst (SME) will ensure that business processes and data requirements are thoroughly documented and integrated into planning and execution activities, including defining performance requirements, identifying and resolving conflicts, and executing program processes using Agile tools and methodologies. Oracle PeopleSoft HCM expertise is required.
Duties and Responsibilities:
• Lead agile planning to define and align capabilities, system features, data needs, and operational constraints to program objectives; ensure alignment with Department of Defense (DoD) and organization-specific strategies and initiatives
• Collaborate with agile teams on functional requirements decomposition, including user story development and associated acceptance criteria
• Lead/participate in test activities such as test plan reviews, test events (e.g., User Acceptance Test, End-To-End Testing, Interface/Integration Testing), and user story validation
• Lead/manage infrastructure and integration efforts, including interfaces and cybersecurity to ensure/maintain system readiness as well as collaboration and coordination with trading partners regarding data exchanges and test activities
• Conduct studies and feasibility analyses to inform capability planning and determine viability of implementing requirements within defined baseline, budget, and schedule constraints
• Analyze user needs, concepts of operations (CONOPS), and solution architecture to shape future capability planning, drive roadmap development, and ensure mission alignment
• Perform BPR in collaboration with stakeholders to ensure use cases, user stories, and features align with mission outcomes; resolve conflicts and ensure documentation enables end-user adoption
• Lead/manage requirements analysis, decomposition, prioritization, and traceability; ensure requirements are validated and implemented across the development lifecycle
• Define and manage technical performance, data exchange, and interoperability requirements
• Conduct feasibility and trade-off analyses and align technical recommendations with program timelines and dependencies
• Review acquisition and policy guidance from a technical lens; evaluate implications for Information Technology (IT) architecture, development, implementation, and sustainment planning
• Lead / guide implementation of Agile practices across product teams
• Configure and optimize use of development and reporting tools (e.g., Azure DevOps, Jira) for backlog management, dashboards, and metrics-based progress tracking
• Monitor alignment of requirements and BPR activities with program milestones, lifecycle documentation, and technical governance frameworks
• Track and manage risks, issues, opportunities, assumptions, and dependencies to maintain transparency and delivery confidence across all planning activities
• Prepare and present technical findings and recommendations to inform leadership and engineering decisions across government and contractor teams; map and execute mitigation strategies under the Resolved, Owned, Accepted, and Mitigated (ROAM) framework
• Ensure cross-functional collaboration to identify capability limitations, technical constraints, risks, delivery, and mission performance
Required Qualifications:
• Bachelor’s or Master’s degree in a related field, or equivalent years of experience
• 12+ years of experience in a field directly related to the position
• Strong understanding of requirement analysis and decomposition practices, enterprise architecture, and software development lifecycle processes within the Department of Defense (DoD)
• Agile Certification (e.g., SAFe Agilist or Scrum Master)
• Experience with Oracle PeopleSoft HCM applications
• Experience with Agile methodologies and backlog management
• Experience with Agile collaboration and development tools, specifically Azure DevOps
• Experience and proficiency with MS Office Suite (Excel, Outlook, PowerPoint, Project, Word), SharePoint, and Teams
• Experience supporting large-scale DoD software acquisition programs
• Excellent communication skills, both verbal and written excellent organizational skills
• Ability to establish and maintain working relationships with internal and external stakeholders
• Ability to work independently and take a proactive role
• Must possess and maintain a Secret Security Clearance
