Credence has an immediate need for a Program Manager who will be primarily responsible for supporting the B-52 Stratofortress Division (AFLCMC WBD) at Wright Patterson AFB, OH.
The B-52 Stratofortress division protects our nation by modernizing and sustaining the B-52 fleet and ensuring continued AF power projection. With a 60-year history as the backbone of the nation's nuclear deterrence operations, the current fleet of 76 B-52H aircraft is capable of deploying the widest array of weapons in the U.S. inventory and supports multiple combatant command operations. This division provides world-class expertise and technical services, ensuring the operational safety, suitability, and effectiveness of war-winning capabilities. It also maintains the airworthiness of the B-52 Stratofortress throughout its projected service life, which extends to 2050.

Responsibilities include, but are not limited to the duties listed below
- Manage and organize resources and personnel to meet task objectives and explore new approaches as needed. The Contractor shall independently contribute to project/program initiatives supporting the Government in delivering warfighting capabilities for the B-1, B-2, and/or B-52 programs, hereafter referred to as "Bomber" programs, at WPAFB and TAFB. This includes investigating, analyzing, and developing solutions for project/program efforts and applying expertise to acquisition management across multiple domains such as logistics, cost estimation, and production.
- Apply an understanding of current DoD and Air Force acquisition instructions and support the acquisition program management of life cycle requirements. This includes providing expertise across various acquisition initiatives for Bomber programs, coordinating efforts across geographically separated teams, and assisting the IPT Lead and Government CO in executing contracting efforts to meet critical program milestones.
- Assist with the development and coordination of documentation, including but not limited to MOAs/MOUs, SOOs, PWSs, SOWs, RFPs, UONs, ICDs, CDDs, CPDs, Service/Air Force Core Function Master Plan (CFMPs), AOAs, sustainment metrics, technical reviews, and life cycle cost, modeling and simulation. Additionally, the Contractor shall support the consolidation of inputs from functional resources into common documents and assist in planning for the accomplishment of various program milestones.
- Support the review of weapon system contractor proposals and provide a non-voting, advisory role for source selections on acquisition-related requirements. Additionally, the Contractor shall assist in supporting acquisition-related milestone reviews, such as Materiel Development Decisions and Milestones A/B/C, as well as program reviews like SRRs, PDRs, CDRs, and others as applicable.
- Provide support for risk management, project management, process improvement, and logistics activities. This includes participation in meetings such as TIMs, Life Cycle Integration Team (LCIT) activities, IPT activities, and Product/Process Improvement Working Groups.
- Assist in collecting and managing programmatic inputs for the acquisition and upgrades of applicable Bomber Division aircraft configurations. This includes providing program knowledge for developing responses to internal and external program inquiries and effectively communicating recommendations to higher management.
- Assist in producing or reviewing products such as BCAs, trade-off studies, and written acquisition strategies. The Contractor shall support the program office during all acquisition phases (MSA, TMRR, EMD, Production and Deployment, and O&S), including milestone activities.
- Assist in performing material solution analyses for design and milestone reviews, producing draft documentation, and preparing presentation materials as needed.
- Support the development of acquisition and contract strategies, including WBSs, program risk assessments, and life cycle cost estimates.
- Develop and give executive briefings and update data/documents as needed.
- Assist in performing analyses to support program strategy decisions and ensure consistency across milestone documentation. This includes providing inputs, coordinating with internal and external agencies, and producing final versions of coordinated milestone documents.
- Assist in the development and review process for requirements documentation, including the JCIDS process.
- Translate user requirements into RFP documentation for the applicable Bomber program and provide support for AF Form 1067 activities, including technical solutions, risks, schedules, and cost estimates.
- Assist in Division processes, including MARs, DAES, SARs, and SOCCER.
- Provide technical support for integrated program reviews and conferences, including executive, readiness, technical, budget, and design reviews. This support includes analysis of weapon system contractor EVM systems, managing action items, gathering information, and preparing briefings.
- Review and analyze Prime and subcontractor EVM performance, develop pre-and post-award documentation, and perform milestone planning, integrated master schedule analysis, and risk mitigation.
- Assist in planning and managing critical aspects of system development, production, and deployment. This includes systems of systems, subsystems, and equipment management, as well as applying logistics, acquisition, and financial data to support Bomber programs.
- Participate in PPBE activities and provide recommendations on program budgets. This includes preparing documentation for the Program Objective Memorandum (POM) and CAM processes and identifying cost reduction opportunities for the weapons system Air Force Total Ownership Costs (AFTOC).
- Support the design, development, integration, and fielding of software and hardware capabilities, known as Integrated Functional Capabilities (IFCs).
- Assist in providing Bomber aircrew subject matter expertise. Apply knowledge and expertise with acquisition management and program management to complete the development of multiple programs, complete full systems integration, develop affordable and executable manufacturing processes, complete systems installation, perform test and evaluation and production and deployment. This level of expertise is essential in meeting critical program milestones and ensuring the on-time completion of contracting critical events.
- Principal level personnel shall also act as a co-IPT lead and must be able to conduct cross organizational/functional communication and briefings gaining stakeholder interest, involvement, and acceptance.
- Clearance: Top Secret
- Master's or Doctoral Degree in a related field and a minimum of 20 years of experience in the respective technical / professional discipline being performed, at least 12 of which must be in the DoD or
- Bachelor's Degree in a related field and a minimum of 25 years of experience in the respective technical/professional discipline being performed, at least 15 years of which must be in the DoD or
- Minimum of 30 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, at least 20 years of which must be in the DoD
- Proficiency in the standard Microsoft Office toolset, including MS Project and EVM tools
- Possess knowledge of the Bomber mission and systems with an understanding of applicable aircrew tasks, duties, aircraft systems, operations, tactics, and Crew Resource Management (CRM)
