Credence has an immediate need for a Test Manager who will be primarily responsible for supporting the B-52 Stratofortress Division (AFLCMC WBD) at Wright Patterson AFB, OH.
The B-52 Stratofortress division protects our nation by modernizing and sustaining the B-52 fleet and ensuring continued AF power projection. With a 60-year history as the backbone of the nation's nuclear deterrence operations, the current fleet of 76 B-52H aircraft is capable of deploying the widest array of weapons in the U.S. inventory and supports multiple combatant command operations. This division provides world-class expertise and technical services, ensuring the operational safety, suitability, and effectiveness of war-winning capabilities. It also maintains the airworthiness of the B-52 Stratofortress throughout its projected service life, which extends to 2050.

Responsibilities include, but are not limited to the duties listed below
- Apply T&E knowledge, methods, and experience into the acquisition and sustainment of USAF systems, subsystems, and equipment.
- Provide on-site T&E support as determined by the Government Test Management Lead for developmental and operational testing. On-site support includes the active managing and leading of various T&E programs from initial test requirements development through test planning, execution, analysis, and reporting, to include follow-on sustainment testing. In some cases, the Test Manager in conjunction with the Government Test Management Lead may need to perform Lead Developmental Test Organization (LDTO) duties as defined in AFI 99-103 'Capabilities- Based Test & Evaluation' and Department of Defense Instruction (DoDI) 5000.89, 'Test and Evaluation'.
- Identify T&E risk factors based upon the likelihood and consequence of occurrence to test strategy/program approach.
- Document risks and provide mitigation recommendations in accordance with the processes and procedures found in the Department of Defense Risk, Issue, ad Opportunity Management Guide and through program Office or Integrated Test Team program risk management processes.
- Develop T&E risk management plans for a program.
- Interpret and translate program requirement documents (e.g. Technology Development Strategy, Initial Capabilities Document, Capability Development Document, Program Protection Plan, Systems Engineering Plan (SEP), Cybersecurity Strategy, Information Support Plan, Engineering Plan, Validated Online Lifecycle Threat (VOLT) Report, Environmental Sategy, and Occupational Health, and concept of employment/operation) to identify both USAF and contracted test requirements as well as identify evaluation criteria to support T&E planning efforts.
- Capable of assessing requirements for testability and relevancy to the operational mission.
- Capable of determining data requirements to assess the evaluation criteria of system under test performance (e.g. identify Critical Technical Parameters, software maturity levels, Measures of Effectiveness, Measures of Suitability, Reliability,Maintainablity, and Measures of Performance) to support the evaluation of Critical Operational Issues, Key Performance Parameters, and Key System Attributes.
- Capable of determining necessary T&E infrastructure requirements in support of assigned test programs (e.g. funding, investments, T&E processes, automated test tools, facilities/ranges, etc.) and identify shortfalls to the Government Test Lead for Program Objective Memorandum (POM) inputs, coordination with Program Management and higher level USAF leadership or test resource advocacy and funding through the Center Test Authority and Test Resource Management Center.
- Capable of developing T&E Strategy of assigned acquisition and sustainment test programs. Application of T&E policies, practices, and procedures are required. The contractor shall be capable of formulating Integrated Test Team (ITT) at the earliest possibility and conducting ITTs/mini--ITTs meetings as appropriate for program success.
- Work with the Government Test Lead and ITT to formulate efficient and effective test methodologies for both developmental and operational test.
- Capable of documenting test strategy within Test Engineering Master Plans (TEMPs), and within program and test documentation (test plans, etc.) for approval and program records. Strategy shall integrate T&E policy, program requirements, cost & resource estimates, evaluation framework, and T&E schedule.
- Perform T&E management necessary to address T&E issues and documentation to support T&E strategy. Management includes but is not limited to managing test resources, assigning test organizations (DT&E / OT&E and or Center Test Authority to test program activities, providing financial cost estimates of T&E support, managing and accounting for T&E program dollars with Government Financial Management & Government Test Lead, establishing T&E contracts for DT&E and OT&E, developing test program schedules, provisioning and scheduling test resources, leading Test Integrated Product Teams, Test Plan Working Groups, etc., verifying test readiness and system maturity throughout the acquisition life-cycle, obtaining and providing System Under Test information to test organizations, and documenting and managing risks. T&E management further includes managing test execution risk/mitigation factors, test data management, test security and safety, and mission execution efficiency and effectiveness.
- Capable, when no test organization is assigned or test resources become limited, to perform test program data analysis and test reporting.
- Capable of determining the adequacy of T&E results & T&E test design, tying results and the design of test to stated test objectives to ensure the adequacy of planned analysis and evaluation.
- Validate test results for the sufficient collection of data to accurately and completely support established measurability metrics.
- Support the management of risk, cost, schedule, and performance of the test programs for OFP development.
- Assist in applying integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts.
- Support avionics and weapons capabilities, complex weapon(s) integration, aircraft operations and employment, development of aircrew vehicle interface, OFP requirements development, aircraft mission, authorized aircraft configurations and capabilities, aircraft subsystems, and systems integration.
- Support SEEK EAGLE stores certification management and systems engineering for aircraft, including flutter, loads, stability and control, dynamic response, and stores separation.
- Assist in managing the collection of any flight test data required to support SEEK EAGLE stores certification.
- Assist the B-2 Chief of Interoperability by supporting the B-2 SPO at all meetings and conferences relating to B-2 Modification Field Team support at Whiteman Air Force Base (WAFB), MO.
- Participate in all meetings pertaining to aircraft installs to include aircraft availability optimization meetings, integrated test team working group, modernization reviews, wing scheduling meeting, integrated functional capability and health of the fleet discussions.
- Act as the interface between the prime contractor and the Government on all issues pertaining to aircraft modernization installs.
- Assist the interoperability team in monitoring and coordinating logistics for aircraft modernization installs at WAFB with the prime contractor and B-2 System Program Office (SPO) production/ modification integrated product team, logistics and modification leads to include kit inspections, Time Compliance Technical Order (TCTO) verifications, installation progress reports, status updates, and cannibalization requests.
- Assist in scheduling and coordinating depot field team repair and other modification actions at WAFB.
- Assist the interoperability team in coordinating maintenance actions with the following entities: 509th Bomb Wing (Maintenance Group and/or Operations Group), Air Force Global Strike (A3/A4/A5), B-2 SPO and prime weapon system contractor technical service office.
- Assist the interoperability team in preparing and coordinating requests for depot assistance (Air Force Technical Order (AFTO)-107) and MOAs.
- Clearance: Top Secret
- Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD or
- Bachelor's Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD or
- Fifteen years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD
- Minimum of ten (10) years of experience in Test & Evalutaion (T&E) with emphasis in program management, disciplined test engineering, and proficiency in test planning, provisioning of resources, execution, data analysis, evaluation of test results, reporting, and T&E professionalism. Previous exposure to various test methods is required to conduct developmental and operational test and evaluation of acquisition and modernization programs.
- Extensive knowledge of B-2 weapon system maintenance and test processes and schedule
- Understanding of current DoD and USAF acquisition regulations, guidelines and processes
- Knowledge of development and test activities required to support warfighter Urgent Operational Needs (UON) and Joint Urgent Operational Needs (JUON)
- Capable of obtaining and maintaining Test & Evaluation certifications up to Level 3 under Defense Acquisition University.
- Knowledge of the DoD system engineering process and project CM requirements.
- Have expertise in avionics subsystem integration, including but not limited to fire control systems, stores management, displays, navigation systems, data links, electronic warfare defensive equipment, and communications.
- Experience in US military aircraft with an in-depth understanding of operational employment and weapons capability as well as the software development process
- Expertise in weapons integration for air-to-ground guided/gravity weapons
- Expertise in the SEEK EAGLE stores certification process, Non-Nuclear Munitions Safety Board processes, test and systems engineering including flutter, loads, stability and control, dynamic response, and stores separation
- Knowledge of Operational Flight Program (OFP) development and testing processes, translating requirements into executable programs
- Knowledge of test infrastructure, including USG test aircraft configurations, instrumentation, test capabilities, and weapon system contractor flight test capabilities
