Credence has an immediate need for a General Operations Manager who will be primarily responsible for supporting the B-1 Lancer Division (AFLCMC WBN) at Tinker AFB, OK.

The B-1 Lancer division manages readiness and provides logistical, modification, engineering and technical support for the B-1 aircraft system. This division provides complete system management and ensures US airpower through acquisitions excellence by delivering modernization, sustainment, and support to the AF's fleet of B-1 aircraft on-schedule and on-cost.

Responsibilities include, but are not limited to the duties listed below

  • Provide overall Fighters & Advanced Aircraft, Bombers, and F-35 support for utilities of operations for all administrative functions, oversight for MIS and IT, DTS, and ADPE inventory.
  • Assist in managing all CMEs, facility management, special projects, awards, training, performance management, manpower and human resource functions.
  • Provide services for organizing and categorizing engineering documents in coordination with other sections. Member will also aid with the monitoring and access to the SIPR at 2 AC 76A along with the FOG Conf Room.
  • Advise senior leaders, supervisors, and managers on management operations issues.
  • Independently perform research and advise on a variety of issues of a sensitive nature that concern resource policies and procedures and related legal, regulatory, and contractual requirements.
  • Assist in reviewing draft regulations, directives, and other guidance and prepare recommendations and comments reflecting impact on local policy or practices.
  • Collect and/or measure various Fighters & Advanced Aircraft, Bombers, and F-35 requirements defined by the Government.
  • Review and interpret data collected by other project members for accuracy and consistency with policy, procedures and customer objectives.
  • Serve as a PM for special studies, initiatives, and projects as defined by senior leadership.
  • Complete special projects reports in directed format to provide insight to the AFPEO/WA, Deputy PEO, staff, divisions, and branches.
  • Develop and present briefings and reports on studies/project status, findings, and/or recommendations to senior functional managers and upper management.
  • Develop a monthly newsletter to be used for Directorate wide communications using information collected from AFPEO/WA (WA/WAB), Deputy PEO, staff, divisions, and branches.
  • Help facilitate virtual All Calls via the virtual communication tools used by the Government, and support the PEO/DPEO on recording, formatting, and disseminating video messages to the workforce (Government and industry partners as required).
  • The contractor shall perform all or in part duties as detailed:
    • Manage review/approval of social media posts
    • Draft media responses for PA review/approval
    • Assist in the development of scripts and preparation material for PEO
    • Engage in forums to deliberate and strategize social media public affairs guidance, instructions and memorandums
    • Engage and participate in conferences, symposiums, meetings for, but not limited to Life Cycle Industry Days (LCID), Air & Space Forces Association (AFA)
    • Engage in required meetings SecAF Acquisition Executive Branch, emphasis on Agile Combat employment (ACE)
    • Create SharePoint sites (LCID, etc.) to house directorate industry partner engagement materials
    • Update and maintain of the directorate's media relations and PA SharePoint site to include decision memorandums, public affairs guidance (PAG), media queries and congressional inquiries
    • PEO FAA video presentations
    • Work with AFLCMC/PA to arrange advanced media training and prepare for media roundtables, empowering the PEO with strong communication skills to articulate the directorate's strategic direction
  • Participate in discussions and meetings or serve on panels or committees, and provide written reports and/or briefings outlining findings and recommendations.
  • Provide rationale to management while coordinating with activities across multiple directorates, organizations, Centers, MAJCOMs, and HQs USAF.
  • Present clear, concise and well-structured presentations, oral or in writing, that address the designated issues.
  • Consider the composition of the audience, knowledge level, and desired outcome when composing the material.
  • Identify problems, both in broad and detailed terms, and attempt to resolve conflicts in a timely manner through discussions with responsible members in a meeting or working group.
  • Will act as an OM POC for the Operations Management Division (AFLCMC/WAO).
  • identify, analyze, and evaluate actual and/or potential problem areas in OM activities, drawing from trend data and knowledge of the organization.
  • Inform senior management of progress of programs and advises of any significant developments that may impact mission.
  • Determine appropriate recommendations for unresolved or questionable problems and perform follow-up.
  • Research and determine or recommend appropriate actions or interpretation of issues that impact the Fighters & Advanced Aircraft, Bombers, and F-35.
  • Represent AFLCMC/WAO with a variety of installation and functional area organizations.
  • Assist in establishing, developing, and maintaining effective working relationships with other base organizations, senior leadership, division chiefs, and representatives from other military services, DoD agencies, and related organizations regarding services provided.
  • Meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise.
  • Ensure subordinate divisions within Fighters & Advanced Aircraft, Bombers, and F-35 are provided customer guidance and training.
  • Assist in establishing and maintaining master files and file plans of program data (both classified and unclassified), to facilitate tracking and resolution of issues associated with operations.
  • Retrieve data/information in the form of queries and reports; assist in the maintenance of tracking systems for identifying deficiencies, recommending corrective actions/closures, and preparing documentation for Government review and approval.
  • Provide services for scanning, digitizing and filing old paper files into new electronic files and storage.
  • Monitor and evaluate AFLCMC/WAO activities to determine compliance with applicable regulations, directives, procedures, and policies.
  • Assist in establishing, revising, and/or reviewing policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems, barriers to mission accomplishment, promote team building, implement quality improvements, in response to concerns with regulatory compliance, and/or customer requirements.
  • Will obtain training in creating and maintaining interactive SharePoint sites and workspaces to aid in the B-1 Mission.
  • Will be a back support to all tasking that come to the B-1 from headquarters through various channels to include TMT.
  • Perform self-inspections and present detailed and comprehensive reports with any corrective actions taken or required.
  • Ensure complete and quality resolution of discrepancies.
  • Assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
  • Assist with in/out-processing actions for Fighters & Advanced Aircraft, Bombers, and F-35 using the In and Out Processing System.
  • Assist with initiating and updating in/out-processing checklists and associated forms.
  • Assist in scheduling incoming personnel with in-processing appointments.
  • Brief incoming/outgoing personnel and schedule/coordinate with other OM POCs.




  • Clearance: Secret
  • Bachelor's or Master's Degree in a related field and at least three years of experience in the respective technical / professional discipline being performed, three of which must be in the DoD or
  • Seven years of directly related experience with proper certifications as described in the PWS labor category performance requirements, five of which must be in the DoD
