Job Description
As a HR OFFICER (MILITARY), GS-0201-12, you will provide state level coordination of all military personnel programs such as enlistment, appointment, performance evaluation reports, promotions, discharges, separations, recruiting, retention, incentives, and training. Develop state-level programs, publications, policies, and procedures. Conduct research and advise on difficult personnel cases, administrative matters, medical, and training problems. Monitor manning, manpower authorizations, and organizational changes. Coordinate a statewide incentive program. Responsible for the management of the State ANG Retention Program for enlisted and officer personnel. Serve as principal assistant to the Administrative Officer. Assist in maintaining orderly and efficient accomplishment of the office administrative workload. Manage the state Officer Effectiveness Report Program. Manage the federal and state ANG Military Awards Program. Review, staff, and process line of duty investigations. Monitor the ANG Schools Program and perform follow-on training as needed. Draft policies and procedures affecting personnel programs, administrative management, and program development for statewide implementation. Responsible for personnel management functions. Provide guidance and coordination of ANG Family Program matters within the state. Function as a liaison between the Joint State Family Program Coordinator and the Director of Personnel (DP) at Wing level. Provide oversight to the Family Program and the Family Program Coordinator contract. Develop plans, programs and budget requirements. Perform other duties as assigned.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Must attended Supervisor Training: failure to complete Supervisor Training within 12 months of appointment will result in reversion to previous position.
SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-11) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of military personnel programs. Experience and extensive knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experience executing and correcting actions in personnel programs and Human Resources Information Systems. Experience performing personnel program requirements that involve advising supervisors and managers. Extensive knowledge with classification, position management, and recruiting and retention programs. Experience applying program policies, directives, publications, and training manuals. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience with performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Experience developing and implementing Human Resources policies and procedures.
