Job Description



  • Develops, interprets, implements and reviews budget policies and procedures for the Air national guard Flying Hour Program.
  • Performs ongoing evaluation and analysis of the execution in the planning, programming, and budget actions in support of major Air Force mission and operational plans.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administration and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes I have one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Mastery of planning and executing the flying hour and non-flying hour supply and equipment programs at a high level of efficiency; and a thorough knowledge of ANG's Air Force Spares Requirement Review Board (SRRB) process. Mastery of advanced management and organizational' principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Air Force's planning, acquisition, and management process to provide PPBS support to long-range Air Force plans such as war, mobilization, exercise deployment, and similar operations planning efforts. Comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the management of the Air Force Stock Fund, primarily the relationship between planning and executing ANG flying hour programs and the operation of the supply and equipment programs managed through the Material Support Division and General Support Division.
  • Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives,
    offsets and disconnects, rec lamas, and issue papers.
  • Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to communicate effectively both orally and in writing; negotiates complex Issues; and maintains good working relations.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
