Job Description
- You will serve as the senior liaison for organization-wide budget, accounting, and financial management policies and procedures.
- You will direct and perform continuing program execution reviews, analyses, and appraisals of major operating and support programs.
- You will prepare briefs for senior managers on program execution and recommend actions to correct program variances and issues.
- You will provide interpretive advice on transactions, ensure accuracy of funds status, and validate accounting and budget reports.
- You will coordinate the development and reporting of cost and performance information to support critical organization mission tasks.
- You will promulgate financial policies based on DON guidance, develop local procedures, and ensure strict compliance with internal controls.
- You will prepare and review responses to external audits and reviews (e.g., FMB, GAO, DODIG) involving financial policy and procedures.
- You will conduct management evaluations of financial issues raised in audit reports and recommend corrective actions and alternatives.
- You will plan work, set priorities, and schedule operations to ensure effective, timely completion of priority and recurring tasks.
- You will assign work based on employee capabilities, set performance standards, and provide technical and administrative oversight.
- You will interview candidates, recommend selections, resolve complaints, issue disciplinary warnings, and identify training needs.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing authoritative technical advice, strategic guidance, and policy interpretation to executive-level management and program managers as the principal authority on organization-wide budget, accounting, and financial management operations; 2) Directing and overseeing comprehensive financial analysis, continuous program execution reviews, and systemic variance evaluations of multi-million dollar operating and support programs to optimize organizational efficiency and compliance; 3) Leading the formulation and execution of complex, long-range financial plans and strategic resource-allocation strategies to ensure total alignment with enterprise-level mission objectives; and 4) Directing the utilization of DoD financial, accounting, and travel systems (e.g., Planning, Programming, Budget Estimate System.
