Job Description



  • You will develop, coordinate, and manage international education programs, including study abroad, semester exchange, language immersion, and other global engagement opportunities for the U.S. Naval Academy midshipmen, faculty, and staff.
  • You will coordinate with faculty, academic advisors, military and civilian organizations, and partner institutions to support participant selection, academic requirements, travel planning, security requirements, and successful program execution.
  • You will plan and coordinate international visits, conferences, seminars, distinguished visitor engagements, and other special projects supporting the U.S. Naval Academy's international mission.
  • You will develop reports, briefing materials, surveys, and program assessments; analyze data and prepare recommendations to support leadership decision-making and continuous program improvement.
  • You will manage USNA international education programs.
  • You will coordinate academic requirements, travel, logistics (DTS, JTR, FCG, passports/visas), and budgets.
  • You will liaise with global partners, handle administrative issues, and deliver data-driven program reports.

GS-09 Qualifications:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a key liaison to independently plan, coordinate, and finalize complex official travel itineraries and requirements for academic faculty, staff, students or midshipmen, or personnel within and outside the USNA organization; 2) Preparing annual and quarterly budget estimates, reviewing requests for additional operating or training funds, and maintaining comprehensive financial and historical trip records; 3) Exercising independent judgment to resolve administrative issues, adapting established processes to new situations, and developing recommendations to improve program efficiency; and 4) Communicating and collaborating effectively with a diverse range of internal and external stakeholders to ensure seamless program operations.

GS-07 Qualifications:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting academic faculty, staff, students, or midshipmen with official travel arrangements and coordinating basic travel itineraries with external partners; 2) Reviewing initial travel or training requests for completeness and accuracy against established tracking procedures; 3) Assisting in compiling financial data, tracking trip records, or contributing to the preparation of basic budget estimates; and 4) Communicating effectively with internal staff and external stakeholders to share standard program information.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work:

For the GS-09:
Successfully completed a master's or equivalent graduate degree
OR
Completed two full years of progressively higher level graduate education leading to a master's degree
OR
Obtained an LL.B. or J.D. that is related to the position being filled.

For the GS-07:
Successfully completed one full year of graduate level education
OR
Successfully completed a bachelor's degree with superior academic achievement.
