Role Description:
The Australian Geospatial-Intelligence Organisation (AGO) is seeking a senior GIS Business Manager for an initial 12-month contract to support delivery of assured and trusted Foundation Geospatial data, services, and products across Defence. This role will provide strategic leadership and governance of Foundation Geospatial capabilities, ensuring data integrity, accessibility, and alignment with evolving operational and strategic requirements in an increasingly complex geospatial environment.
Foundation Geospatial Branch (FGB) is responsible for producing authoritative foundation geospatial data for Defence activities, comprising standardised data and products such as maps, imagery, elevation, and feature datasets essential for planning and operations. Ensuring the consistency, quality, and strategic alignment of these foundational datasets requires strong governance, stakeholder engagement, and capability oversight.
The GIS Business Manager will provide the necessary senior expertise to lead business integration, influence enterprise direction, and ensure that Foundation Geospatial capabilities remain fit-for-purpose, interoperable, and responsive to current and future Defence and government requirements.
Foundation Geospatial data underpins Defence decision-making through authoritative, standardised geospatial data and products, including mapping, imagery, elevation, and feature datasets essential for planning and operations.
The successful candidate will bring extensive enterprise GIS and geospatial data experience, strong leadership and stakeholder engagement capability, and the ability to influence organisational direction and capability outcomes; candidates must hold a relevant tertiary qualification (Bachelor's degree or higher) and typically demonstrate 12+ years of industry experience, along with the ability to obtain and maintain an appropriate security clearance.
RESPONSIBILITIES

The position requires a highly experienced GIS professional with extensive expertise in enterprise geospatial capabilities, typically supported by a relevant tertiary qualification (Bachelor's degree or higher) and more than 12 years of industry experience. The contractor must demonstrate strong capability in the integration, sustainment, and operation of enterprise GIS, along with proven experience in delivering insights and models that inform organisational decision-making.
A deep understanding of Defence or Intelligence domains, GIS deployment patterns, and stakeholder engagement at senior levels is essential, as well as experience providing strategic advice and oversight on geospatial capability development.
In addition, the role requires strong leadership, communication, and governance skills consistent with a Level 4 practitioner, including the ability to influence organisational directions, manage complex work across technical and business domains, and guide capability evolution.
Candidates should be adept at translating business requirements into Foundation Geospatial and GIS outcomes, maintaining relationships with senior stakeholders, and ensuring compliance with standards and policies. Relevant industry certifications and the ability to obtain and maintain an appropriate security clearance are also required, with desirable attributes including recognition within the geospatial profession and experience contributing to broader industry practices.

- Lead the integration and continuous improvement of Foundation Geospatial Branch business processes, ensuring consistency, standardisation, and interoperability across systems.
- Deliver actionable insights and advice to support Defence planning, capability development, and decision-making using geospatial data and analytics.
- Establish and maintain strong stakeholder relationships across AGO, Defence and Whole of Government to support collaboration and capability alignment.
- Oversee the quality, integrity, and assurance of Foundation Geospatial data, products, and services against Defence standards.
- Guide the adoption and evolution of GIS technologies and practices to enable future Defence capabilities and systems.
- Contribute to policy, governance frameworks, and strategic roadmaps for geospatial capability development and sustainment.
- Provide leadership and direction to support workforce capability uplift, knowledge sharing, and continuous improvement across GIS functions.

- Relevant tertiary qualification in geospatial science, GIS, or related discipline (Bachelor's degree or higher).
- Proven ability to provide strategic leadership, governance, and oversight of complex GIS environments and business functions.
- Strong stakeholder engagement and relationship management skills, including influencing senior decision-makers across Defence or government organisations.
- Experience delivering analytical insights, models, and advice to support organisational and capability decision-making.
- Deep understanding of enterprise GIS architectures, deployment patterns, and geospatial data management practices.
- Demonstrated ability to translate business requirements into effective geospatial capability outcomes and improvements.
- Excellent communication skills, with the ability to present complex technical information to both technical and non-technical audiences.
- Knowledge of Defence, intelligence, or government operating environments (highly desirable).
