Summary
Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Subject Matter Expert (Disaster Response and Preparednes). The Subject Matter Expert (Disaster Response and Preparednes) leads disaster response, preparedness, and contingency planning programs supporting domestic and international security operations. The position develops emergency management policies, conducts training and exercises, coordinates with government and international partners, and deploys worldwide in support of crisis response, evacuation, and disaster relief missions. The position is based in Dunn Loring, VA.
Essential Functions
- Develop and maintain emergency management, disaster response, contingency, and operational readiness plans, policies, and procedures.
- Coordinate domestic and overseas preparedness activities and evaluate emergency response capabilities to support mission readiness.
- Conduct risk, hazard, and vulnerability assessments and recommend mitigation strategies for security and disaster operations.
- Develop mission-specific response procedures, deployment concepts, equipment requirements, and operational guidance.
- Design, deliver, and evaluate disaster response, urban search and rescue, life-safety, and preparedness training programs.
- Lead tabletop, functional, and field exercises to validate emergency plans and improve operational effectiveness.
- Serve as the subject matter expert for search and rescue, post-disaster operations, swift water operations, rope rescue systems, and victim extrication.
- Coordinate planning, training, and deployments with federal, state, local, military, international, and non-governmental partners.
- Provide expert guidance to senior leaders and overseas personnel regarding contingency planning and emergency preparedness.
- Deploy domestically and internationally, including austere and high-threat environments, in support of emergency, evacuation, and disaster response operations.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
Position Type/Expected Hours of Work
This is a full-time position. Ability to work evenings, weekends, holidays, and during emergency situations as needed.
Travel
Frequent domestic and international travel, including deployment to austere or high-threat locations.
Experience
- Ten (10) years of relevant experience in emergency management, disaster response, urban search and rescue, or related operational fields.
Education
Bachelor's degree in Emergency Management, Homeland Security, Public Safety, or a related field; equivalent experience may be considered.
Additional Eligibility Qualifications
- Experience developing emergency plans, policies, training programs, and preparedness exercises.
- Knowledge of FEMA, Department of Defense, and international disaster response standards and practices.
- Experience serving in a disaster deployment leadership role; FEMA Task Force Leader experience preferred.
- INSARAG and/or UNDAC/OSOCC experience preferred.
- Knowledge of HAZMAT response, recovery operations, and life-safety systems.
- Excellent written, verbal, briefing, and stakeholder engagement skills.
Security Clearance
Must be a U.S. citizen and possess or be able to obtain/maintain an interim SECRET clearance, a TOP SECRET clearance may be required.

Compensation and Benefits
The expected compensation range for this position is $120,000 to $135,000 per year negotiable depending upon education and experience.
