Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Serve as a Manpower, Personnel and Training (MPT) subject matter expert in support of PMS 339 and Navy Personnel Command (NPC). This position provides strategic expertise in military personnel and manpower requirements for the surface fleet, ensuring alignment with Navy policy, operational readiness, and system lifecycle management.
PRIMARY RESPONSIBILITIES
- Support management and execution of shipboard and activity military personnel and manpower requirements for the surface fleet
- Evaluate military personnel and manpower changes for new and existing systems through MPT plans, Manpower and Training Requirements Planning (MTRP), Front End Analysis (FEA), Job Duty Task Analyses (JDTA), and Navy Training System Plans (NTSP) to ensure adherence to guiding documentation
- Conduct research and analysis of surface fleet manpower and personnel requirements to identify deficiencies and provide recommendations for resolving training needs, performance gaps, and workload requirements
- Track policy and procedural changes and make recommendations to the government customer to ensure effective and efficient use of military personnel
- Assist in planning, programming, and budget analysis for the execution of MPT programs, including initial acquisition, development, and introduction of new systems throughout the service life of Amphibious, Surface Combatant, and Mine Warfare ships
- Analyze military personnel requirements for various surface ships and systems to ensure accurate Navy Enlisted Classification (NEC) requirements are assigned and provide recommendations to correct discrepancies
- Conduct continuous data analysis to identify short and long-term MPT technology deficiencies and performance gaps for fleet readiness metrics
- Provide expert advice and guidance to the fleet by resolving military personnel issues as they arise
- Work with Manning Control Authorities (MCAs) and enlisted distribution systems to resolve enlisted distribution and placement issues by determining alternative solutions to manning and manpower challenges
- Review enlisted distribution policies and programs to support development and revision of Preliminary Ship Manpower Documents (PSMDs), Ship Manpower Documents (SMDs), and Crew Scheduling and Phasing Plans (CSPPs) prior to approval and incorporation into Total Force Manpower Management Systems (TFMMS) packages
- Monitor progress of CSPPs, including ensuring Billet Based Distribution (BBD) database alignment with manpower and personnel requirements
- Verify that delivery of new or modernized equipment training reflects correct NEC in MPT documentation
- Conduct studies and data analysis related to personnel issues to brief leadership on effects of policy, procedure, and system changes to the fleet
- Interface with program managers, senior officers (Flag and Senior Executive), and industry leadership regarding military personnel and manpower requirements within the surface fleet and provide recommendations on business process improvements
- Support liaison with NPC, USFF, TYCOM, and fleet leadership on tracking and execution of CSPPs, including updating TFMMS through submitted TFMMS packages
Required Qualifications
Bachelors Degree in Business or Operational Management
- 10+ years experience in current Navy Manpower, Personnel and Training (MPT) programs and procedures. Expert knowledge in Manpower and Training Requirements Planning (MTRP), Front End Analysis (FEA), Job Duty Task Analyses (JDTA), Navy Training System Plans (NTSP), Navy Enlisted Classification (NEC) requirements,and the Billet Based Distribution (BBD) database
- Expert in developing and revising Preliminary Ship Manpower Documents (PSMDs), Ship Manpower Document (SMD), and Crew Scheduling and Phasing Plans (CSPPs) for incorporation into Total Force Manpower Management Systems (TFMMS) packages.
