Duties

This is an indefinite position.

JOB SUMMARY: The purpose of this position is to perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect, and assists local, state, or federal law enforcement in investigations, arrests and/or detention, or apprehension, and perform patrols within the assigned jurisdictions. These duties must be coordinated with local law enforcement.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.

The major duties include, but are not limited to:
  • Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction.
  • Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron.
  • Performs as Base Defense Operations Center (BDOC) Controller: Serves as the primary command and control (C2) function for all Integrated Defense forces.
  • Performs emergency response and incident command and control: Acts as the initial on scene commander for significant and catastrophic events (e.g., active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS).
  • Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents.

  • Federal employment suitability as determined by a background investigation.
  • Must meet Compatible Military Assignment within one year from placement.
  • Wear of the military uniform is mandatory.

  • Must be able to obtain and maintain a secret security clearance.
  • Must possess a valid state drivers license.
Qualifications

GENERAL EXPERIENCE: Must have at least 12 months experience equivalent to at least next lower grade level (GS-06).

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
  • Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. (Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.)

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the full range of police and law enforcement services that require considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses.
  • Knowledge of an extensive body of standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes and other incidents that are beyond the scope or requirements for solution on patrol assignments.
  • Knowledge of standardized federal laws, regulations, methods, procedures, operating techniques, instructions, state, and local laws to perform tasks including, but not limited to pursuing and apprehending persons fleeing a crime scene or attempting to resist arrest; identifying and arresting violators based on eyewitness accounts; performing dispatcher duties involving passing of directions and information to officers on patrol assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; detaining witnesses and suspects; and making arrests and performing booking procedures.
  • Knowledge of Base Defense Operations necessary to, based on current crime trends, evaluate existing crime prevention methods and recommend to the Flight Chief changes to existing programs.
  • Knowledge in the operation of all automation equipment located on the Police Desk of which include Government/National Crime Information Center (NCIC/GCIC) terminal, Internal Closed-Circuit Television (CCTV ) surveillance system and provide guidance of their operation to subordinate desk personnel
  • Knowledge of report formats, procedures and terminology used for finalizing accurate reports.
  • Knowledge and skill to adapt procedures accounting for current socio-political climate and how it contributes to people and suspects potentially reacting antagonistically or aggressively to law enforcement personnel or activity.
  • Knowledge of firearms and tactics for employment in emergency situations as well as the safe handling of explosives during training.
  • Knowledge of the established procedures to properly conduct the search and seizure of evidence/contraband and how to properly secure a crime scene.
  • Knowledge of DoD and Federal-level interagency protection operations and responsibilities supporting national-level leaders (POTUS, SecState, etc.) foreign dignitaries and activities specifically designated by the Department of Homeland Security as National Special Security Events.
  • Knowledge of emergency services, tactics, and procedures, including weapons and chemical agents, negotiation, building layouts, terrorist threats and counterterrorism methods, search and rescue techniques, crowd and demonstration control, etc.
  • Knowledge of NCIC operations and reference manuals in order to operate the NCIC computer system sufficient to input and retrieve information on individuals and vehicles.
  • Knowledge of the NIMS and ICS protocols to establish command and control, develop a course of action to contain, mitigate, and recover from the incident IAW HSPD-8 and AFMAN 10-2502.
  • Knowledge of procedures necessary to serve warrants and U.S. Magistrate subpoenas to civilians working or living on the installation.
  • Knowledge of first aid procedures necessary to provide assistance in accident cases or other emergency situations.
  • Skill and ability to operate motor vehicles have a gross weight of 7,000 pounds or less, loading capacities of 1 ton or less, and 2- or 4-wheel drive to transport personnel and/or articles. Skill at operating a sedan-type or SUV military police vehicle at "hot pursuit" speeds.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

No substitution of education for specialized experience.

Primary Change of Station (PCS) relocation expenses will NOT be paid.

For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
