Basic Requirement for a management and Program Analyst GS-0343-14:
Specialized Experience: One year of specialized experience performing advanced program and management analysis for complex vision-related medical technology programs, including evaluating program effectiveness, developing performance metrics, and assessing IT architecture, cybersecurity, and compliance. Experience includes leading interagency program reviews, providing senior-level recommendations, managing lifecycle operations for enterprise medical registries, and conducting gap analyses to support strategic direction and resource management. Experience also includes serving as a functional proponent managing policies, coordinating user training, overseeing help desk operations, and performing full first line supervisory duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information
- Performs qualitative and quantitative assessments of DoD/VA medical technology programs, evaluates IT architecture and cybersecurity compliance, and develops performance metrics to improve program effectiveness.
- Conducts workflow, resource, contract, cost benefit, and risk analyses; provides COR oversight for multiple contracts; and recommends improvements to interagency operations and technology initiatives.
- Oversees lifecycle operations for enterprise medical registries, develops PWS/QASPs and technical specifications, coordinates clinical education and research support activities, and ensures compliance across DoD and VA organizations.
- Plans and assigns work, establishes priorities, evaluates employee performance, recommends selections, identifies training needs, and maintains internal controls and EEO compliance.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

- This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.
- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
- This position is subject to TDY or business travel requirements to various locations. This may require travel via privately owned vehicles, commercial transport platforms, and/or military aircraft, ships, and vehicles.
