Overview
IMCOM PMPS Services supports force protection readiness of U.S. Army Installations. IMCOM PMPS provides senior subject matter experts across varying disciplines, enabling U.S. Army Installations to align with Protection Program instructions and prepare for periodic inspections. This program supports installation's ability to implement best practices to "Prevent, Protect, Mitigate, Respond to, and Recover" from various threats.
HHA teams of 6-10 Subject Matter Experts (SMEs) conduct 7-10 installation assessments each year. Before arriving on site, the team reviews installation documents and coordinates with garrison staff, ensuring they are prepared to educate, guide, and advocate for installation personnel throughout the process.
During the assessment week, SMEs conduct interviews, inspect facilities, review Protection Program documentation, and observe implementation of required standards. Their primary role is to teach installation teams how to strengthen their programs, clarify protection requirements, and help them prioritize achievable improvements. As they synchronize findings daily, SMEs identify recurring issues and cross-domain trends across AT, PS, EM, Cyber, and other protection disciplines.
By capturing these trends across multiple installations, SMEs support IMCOM in driving enterprise-level changes, informing updates to policies, training, and protection program guidance. Each assessment concludes with an out-brief and formal HHA report that provides clear risks, strengths, and actionable recommendations-ensuring installations receive not only a comprehensive evaluation but also advocacy and insights that shape protection improvements across IMCOM.

Roles and Responsibilities:
• Lead the Infrastructure Engineering portion of Higher Headquarters Assessments, ensuring compliance with Department of Defense (DoD), Department of the Army (DA), Combatant Command (COCOM), and IMCOM protection standards.
• Assess installation supporting infrastructure through document reviews, facility inspections, interviews, and Protection Program evaluations.
• Evaluate engineering project management, construction practices, facility safety, and infrastructure compliance with Protection Program requirements.
• Identify risks, deficiencies, and vulnerabilities in installation infrastructure and recommend corrective actions aligned with the Prevent, Protect, Mitigate, Respond, and Recover (P2MR2) framework.
• Integrate engineering findings with Anti-Terrorism (AT), Emergency Management (EM), Physical Security (PS), Cybersecurity, Continuity of Operations (COOP), Chemical/Biological/Radiological/Nuclear/Explosives (CBRNE), and Fire & Emergency Services (F&ES) SMEs.
• Provide clear engineering inputs to daily syncs, out-briefs, and written HHA reports.
Position Requirements:
• Min 5yrs experience supporting DoW civil engineering inspections or design.
• Expert knowledge of Protection Program compliance assessment.
• Protection assessment experience aligned with the P2MR2 framework.
• Bachelor's degree in engineering or a related technical field.
• Engineering or construction management training, certification, or equivalent experience.
• Project Management Professional (PMP) certification or a degree in Project Management.
Location:
• Remote optional ~75% of the time, travel ~25% of the time to Continental United States (CONUS) and Outside CONUS locations.
