Senior Proposal Manager

Location: Norfolk / Hampton Roads, VA

Position Type: Full-Time / Permanent

Position Overview:

Driven by rapid organizational growth, we are seeking an experienced Senior Proposal Manager to own the end-to-end development of compliant, compelling, and high-scoring proposals for Federal defense and commercial solicitations. This leadership role drives the entire proposal lifecycle—partnering closely with Capture Managers, Technical Subject Matter Experts (SMEs), and Executive Leadership to translate strategic win themes into successful submissions. The ideal candidate will also manage and mentor junior proposal staff while standardizing best-practice Proposal Ops workflows across the enterprise.

Core Responsibilities

End-to-End Proposal Ownership: Lead major, complex prime proposals and support multi-manager efforts, balancing deliverables across multiple active bids and RFPs simultaneously.
Strategic Alignment: Partner with Capture and BD leadership to translate high-level win strategies, core discriminators, and technical themes into executable proposal structures.
Lifecycle Management: Establish and enforce strict proposal schedules, milestones, data calls, and subcontractor timelines from initial RFP/RFI release through final submission.
Resource Planning: Liaise with internal stakeholders and technical leaders well in advance of RFP releases to secure the necessary engineering, pricing, and writing resources.
Color Team Mastery: Plan, schedule, and facilitate rigorous Pink, Red, and Gold Team reviews, ensuring reviewers are structured and feedback is precisely integrated into subsequent iterations.
Team Leadership: Directly manage, train, and mentor junior proposal professionals, assigning responsibilities and providing actionable, constructive feedback.
Meeting Facilitation: Plan and run proposal kick-offs, daily agile stand-ups, and executive status briefings.
Quality Assurance: Perform intense compliance matrix mapping and rigorous QA checks on draft and final submission documents to ensure 100% adherence to solicitation instructions.
Post-Submission Support: Manage post-submittal activities, including Evaluation Notices (ENs), Deficiency/Clarification Reports (DRs/CRs), and formal internal lessons-learned reviews.
Knowledge Management: Maintain the Proposal Ops library, including past performance citations, boilerplate language, resume databases, and historical proposal assets.

Required Knowledge, Skills, and Experience

Federal Contracting Background: Eight (8)+ years of experience in proposal development within a Federal government contracting environment.
Management Track Record: Five (5)+ years managing large, complex proposals as a Proposal Manager.
Regulatory Compliance: Demonstrated mastery of proposals governed by FAR/DFARS regulations and strict Section L/M compliance guidelines.
Process Expertise: Proven experience utilizing mature, Shipley-style capture and proposal management methodologies and structured color reviews.
Education: Bachelor’s degree in Business Administration, Communications, or a related discipline (equivalent direct experience may be substituted).
Certifications: Association of Proposal Management Professionals (APMP) coursework or certifications are highly preferred.

Candidates must possess the following knowledge, skills, and experience:

Bachelor’s degree in Business Administration, Communications, or a related discipline. (Equivalent experience may be substituted in lieu of a degree).
Association of Proposal Management Professionals (APMP) coursework or certifications preferred.
Eight (8)+ years of experience in proposal development within a Federal government contracting environment.
Five (5)+ years managing large, complex federal proposals as a designated Proposal Manager.
Demonstrated experience utilizing mature capture and proposal management frameworks and structured color reviews.
Experience managing proposals regulated under FAR/DFARS solicitations.
