The Engineering Manager leads a Team of engineers composed of multiple disciplines executing contractor engineering operations supporting installation infrastructure, facilities engineering, and technical project execution for USAG Kwajalein. The position leads and manages an engineering staff Team, coordinates design and construction support activities, and ensures engineering work aligns with Army standards, safety requirements, and lifecycle infrastructure planning.

Responsibilities

- Direct daily engineering operations supporting facilities and infrastructure projects by establishing and coordinating workload priorities with his/her engineering staff.
- Provide technical oversight of engineering designs, repairs, and upgrades to ensure compliance with applicable codes, standards, and Army engineering guidance.
- Review project scopes, drawings, and specifications to validate technical accuracy and constructability
- Support development of engineering solutions for aging infrastructure and mission-critical systems
- Coordinate engineering input for development of projects via Form 4283, SRM efforts, and capital improvements
- Integrate engineering activities with planning, asset management, and maintenance programs
- Ensure engineering documentation is audit-ready and maintained according to contract requirements
- Support risk analysis and lifecycle planning for installation infrastructure.
- Prepare engineering reports, executive briefings, and technical recommendations for leadership
- Coordinate with environmental, safety, and quality teams to ensure regulatory compliance
- Establish internal engineering quality control procedures
- Manage contractor engineering personnel performance and professional development
- Support inspections, audits, and compliance reviews
- Serve as engineering liaison between contractor teams and DPW stakeholders
- Promote safe engineering practices and adherence to safety standards
- Support continuous improvement of engineering processes and workflows
- Operate within Army regulations and LOGCAP contractual requirements
- Performs other duties as required
Qualifications
- Minimum Qualifications:
- Bachelor's degree in Engineering (Civil, Electrical, Mechanical, or related discipline)
- Professional Engineer (PE) license required
- 10+ years engineering experience in infrastructure or facilities
- 5+ years leadership or management experience
- Must be CAC eligible and/or ability to obtain a CAC.
- Must have and/or ability to obtain a secret security clearance.
- A valid driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License
- Experience :
- Experience managing multidisciplinary engineering teams
- Strong knowledge of construction and engineering codes
- Experience in regulated government environments
- Proficiency in engineering software and documentation tools
- Experience in a military or government setting, particularly related to Army engineering or infrastructure projects. Understanding of environmental assessments and compliance regulations.
- Familiarity with DPW operations
- Knowledge of MILCON/SRM project environments
- Experience with aging infrastructure modernization
- Ability to communicate with people from diverse backgrounds and a sound understanding of the issues which impact project and mission results.

- SUPERVISORY/BUDGET RESPONSIBILITIES:
- Must be able to analyze project requirements, identify potential issues or risks, and develop effective solutions to ensure projects are completed on time and within budget.
- Regularly review and update the master plan to reflect changing conditions, priorities, and community needs.
- Works under the general supervision of the Public Works Director (PWD) who assigns area of responsibility and is available for consultation when controversies arise.
- Working Conditions:
- Must be capable of working in a tropical weather condition with temperatures exceeding 80 degrees Fahrenheit.
- Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
- Includes some industrial production environment conditions as well.
- The worker is subject to both environmental conditions. Activities occur inside and outside.
- The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level.
- Physical Requirements:
- Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
- Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
- Must comply with all Fire and Safety Regulations and post policies.
