Job Description

Duties

  • Serve as a technical authority and program analyst for a strategic coordination office, managing assigned projects from concept to implementation.
  • Facilitate intelligence and mitigation coordination across the enterprise to develop a comprehensive understanding of threats and create effective courses of action.
  • Coordinate sensitive and compartmented programs, projects, and concepts with higher headquarters, military departments, and other government agencies.
  • Represent the organization as a subject matter expert in working groups, planning teams, and exercises, preparing briefings, specifications, and other required documentation.
  • Analyze and assess large amounts of data from diverse sources to anticipate and address stakeholder information needs.
  • Formulate, coordinate, and review recommendations to guide the development of programs and projects, ensuring compliance with enterprise standards.
  • Assess operational risks, evaluate mitigation methodologies, and monitor implementation status to ensure objectives are met.
  • Develop and provide expert input for policy initiatives and concept development related to sensitive activity operations.
  • Analyze operational plans and orders to ensure essential elements of information are protected and integrated.
  • Develop supporting plans, annexes, and appendices in support of organizational and command-level plans and orders.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Designated Tier 5, Special Sensitive (High Risk). Incumbent must obtain and maintain a Top Secret Security Clearance with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Incumbent must be willing to take and successfully pass a Counterintelligence Scope Polygraph (CI/Poly).
  • Per DoDM 8140.03 and Army guidance, Cyber employees (excluding Data/AI/Software) must meet these proficiency standards: 1) Foundational qualification within 9 months, 2) Resident within 12 months, and 3) 20 annual CPD hours per role (may overlap).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes providing technical leadership, command guidance, and program advocacy for a strategic coordination office. Experience managing assigned projects by facilitating intelligence and mitigation coordination across the enterprise, developing courses of action, and coordinating with stakeholders such as higher-level governing bodies and other major commands. Experience with quantitative and qualitative analysis techniques to measure program effectiveness, mastery of sensitive activity operations within a joint defense environment, and a deep understanding of the organization's structure and operational forces. Experience representing the organization in various forums, providing expert advice, and ensuring specialized capabilities are integrated into the command's planning, training, and operational documents

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
