Duties

The United States Space Force (USSF) at Wright Patterson Air Force Base, Dayton OH is searching for a Open-Source Program Management Senior Analys to support NSIC (GG-0132-13).

Description:
NSIC is looking for candidates to support our burgeoning open source program. This position serves as the senior subject matter expert and program manager for the team directly supporting the Director of NSIC's Open Source Program Management Team (OSPMT). This team coordinates Center-wide open source, publicly available information (PAI), commercially available information (CAI), and linguist capabilities. This GG-13 position serves as a senior analyst supporting contract efforts, Center-wide tasking, collection, processing, exploitation, and dissemination and related tools development. The team will be responsible for managed attribution efforts, OSINT/PAI tools, related resourcing requests, and synchronizing NSIC wide OSINT/PAI collections and tasking. The ideal candidate will be a self-starter with the ability to operate with minimal supervision.

Ideal Candidate:
Experience with the entire intelligence cycle to include leveraging PAI and submitting open source requirements
Expert knowledge of open source intelligence, PAI, CAI, and the use of linguists in the IC. This expertise should be founded in experience directly supporting/conducting at least one of those areas.
Knowledge of foreign space and counterspace systems, concepts, technologies, and capabilities
Experience with NSIC, USSF/USAF, and OPM personnel policies and processes, team building, and mentoring as well as knowledge of DoD contract management programs.
Leadership and soft skills with the ability to provide guidance and mentorship to a small team as well as deal with challenging personnel situations.
Familiarity with IC/DoW resourcing and contracting processes and the ability to effectively advocate for resources.
Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgement, experience, and recognized professional standing.

Key Skills and Abilities:
1. An expert understanding of NSIC analytical production capabilities, processes, and customers, DoD intelligence production tasking systems, and the underlying processes and concepts by which information is converted into intelligence and made available to customers and consumers of intelligence.
2. Knowledge of and ability to lead project forecasting and scheduling using appropriate resources, tools and templates.
3. Knowledge of National, DoD and Space Force Intelligence Community doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned programs.
4. Knowledge of and ability to lead intelligence requirements taskings, analysis, evaluations, interpretations, reporting, collection, production and dissemination, and knowledge of security practices for ensuring the safeguarding of classified information.
5. Knowledge of space systems concepts and capabilities of foreign counterspace systems and subsystems.
6. Ability to effectively organize and analyze information, produce authoritative reports, position papers and briefings, and effectively advocate for a position.
7. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing as well as work in a professional manner with peers, management, contractors, academia and other agencies.
8. Ability to effectively maintain squadron knowledge management to include tracking squadron production requirements, improving squadron web presence, and ensuring product dissemination.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
